How much of this is going to be part of the free Patch and how much is going to be included in the DLC.
I know some overhauls will be part of the patch (Police rework and vehicle combat) but I can image they wont put everything of this list in the free patch.
They were definitely overloaded. While driving in lap30+ they were still dishing out tracklimits for lap 11. They had a huge backlog to get through. After about lap 35 it looked like they picked up the pace, but seeing how many tracklimits they must, I think the stewards got a hurry up and became a bit sloppier. Although the last part is just speculation by me.
