Uruguay’s historic forum on August 3 brings together five candidates from the region to present their vision for reforming the United Nations amid global crises and a window of opportunity for the Global South.


For the first time in decades, Latin America and the Caribbean are positioning themselves as serious contenders to lead the United Nations.

Five of the six candidates vying to replace António Guterres as Secretary-General come from the region, a historic concentration that reflects both a geopolitical opportunity and a collective ambition to reshape the multilateral order.

The forum, convened by the Government of Uruguay -which holds the pro tempore presidency of the Community of Latin American and Caribbean States (CELAC)- will take place on August 3 in Montevideo. The event is organized in partnership with the Gqual Campaign and the International Strategic Thinking Center (Cepei).

Text reads: “Uruguay will host the Regional Dialogue on the Future Leadership of the United Nations, an unprecedented meeting that will bring together in Montevideo the five candidates from Latin America and the Caribbean to the UN General Secretariat to present and compare their proposals…”

Participating in person will be former Chilean President Michelle Bachelet, former Ecuadorian Foreign Minister María Fernanda Espinosa, and Costa Rican diplomat Rebeca Grynspan, currently Secretary-General of the United Nations Conference on Trade and Development (Unctad). Virtual interventions will come from Rafael Mariano Grossi, Director General of the International Atomic Energy Agency (IAEA), and former Guyanese Foreign Minister Carolyn Rodrigues-Birkett.

The presence of five Latin American and Caribbean candidates is unprecedented. It is bolstered by the traditional principle of geographic rotation that guides the selection of the UN’s top representative. Since the organization’s founding, only one Secretary-General has come from the region: Peruvian diplomat Javier Pérez de Cuéllar, who served from 1982 to 1991.

Latin America brings to the table a trajectory of consistent support for international law, multilateral cooperation, and the historic declaration of the region as a Zone of Peace, signed by CELAC member states in 2014. These credentials position the region as a credible voice in a world fractured by armed conflicts, geopolitical divisions, and humanitarian crises.

Challenges Ahead

Despite its diplomatic strengths, the region faces significant internal challenges that could shape the candidates’ platforms. Violent crime, the expansion of transnational criminal networks, persistent inequality, and democratic backsliding in several countries remain pressing issues. Any candidate from the region will need to demonstrate that they can lead global efforts on peace and security while addressing the structural problems at home.

The agenda in Montevideo will include proposals to transform the UN’s institutional structure, confront transnational organized crime, strengthen international law and human rights, promote gender equality and inclusion, and advance sustainable development strategies that tackle both the climate crisis and deepening inequalities.

The selection process is now entering the deliberation phase. The UN Security Council will present a recommendation to the General Assembly, which will appoint the next Secretary-General. The new leader will take office on January 1, 2027, replacing António Guterres after his two-term mandate.

A Regional Opportunity

For Latin America and the Caribbean, the current race represents more than a chance to lead the UN. It is an opportunity to advance a Global South agenda that prioritizes development, equity, and peace over the geopolitical interests that have historically dominated the Security Council. The candidates from the region share a common background in multilateral diplomacy and a track record of advocating for international cooperation.

Uruguay’s role as host underscores the country’s commitment to multilateralism and its leadership within CELAC. By convening this unprecedented dialogue, the Uruguayan government aims to ensure that the voices of Latin America and the Caribbean are heard not only during the campaign but throughout the next Secretary-General’s term.

As the August 3 forum approaches, the world will be watching Montevideo -not just as a stage for candidate presentations, but as a signal of whether the Global South is ready to assume a more decisive role in shaping the future of global governance.

She attributed the U.S. political discourse on Mexican cartels to the electoral context.

On Tuesday, Mexican President Claudia Sheinbaum responded to statements by White House Deputy Chief of Staff Stephen Miller, who asserted that Mexico’s political, judicial, and legal systems don’t work because cartels “control the territory.”

Sheinbaum avoided direct confrontation and urged the United States to “look at itself” regarding drug use, distribution, and money laundering related to drug trafficking.

The Mexican president emphasized that her government answers only to the will of the people and works every day for security and peace in the country. “In Mexico, the people govern, no one else does,” she affirmed.

Sheinbaum attributed part of the U.S. political discourse to the electoral context, noting that U.S. elections will be held in November. Miller had compared Mexico to organizations like ISIS and Al Qaeda, considered terrorist groups by Washington.

The U.S. official also asserted that these organizations not only introduce narcotics into the U.S., but also seek to “destabilize” its democracy and the rule of law.

In response, Sheinbaum reiterated that Mexico and the United States maintain security cooperation mechanisms, although each country operates within its respective jurisdictions.

The president insisted that the bilateral strategy must be based on respect for the sovereignty of both countries, stressing that Mexico should not be used as a defining element in U.S. election campaigns.

Defendants were not told criminal damage case could carry a terrorism connection until after they were found guilty

The Crown Prosecution Service (CPS) wants to sentence five more Palestine activists as terrorists for committing criminal damage, it can be revealed.

Brendon O’Hagan, Amanda Kelly, Hmeera Atiqnisar, Mohammed Malik, and Alma Yaniv were convicted of criminal damage last month for a protest at a Barclays bank branch in Burnley in 2024.

It was carried out in the name of Palestine Action almost a year before the group was banned under terrorism laws.

In the agreed facts of the case, the prosecution’s lawyers acknowledged that Barclays provided investments and loans to Elbit Systems, Israel’s largest arms firm.

The court heard that the activists smashed windows and sprayed red paint over the building, with damage costs allegedly amounting to £212,805.

Court filings show that it was only after the trial concluded that the CPS decided to apply for a terrorism connection to be added to the case.

The move came after the judge overseeing the case requested submissions on whether the case should be designated as having a terrorism connection.

This means that neither the jury nor the defendants were aware that the case could carry a terrorism connection until after the guilty verdicts were delivered.

If the judge agrees to attach a terrorism connection to the case, the activists will have to serve much longer prison sentences.

They would be treated as terrorists upon release for decades, with requirements to register new electronic devices, email addresses, bank accounts, and romantic relationships with the police.

The move suggests that a ruling last month against another four Palestine Action activists, who were sentenced as terrorists by Justice Jeremy Johnson, is already having far-reaching consequences for protest-related trials in Britain.

Johnson treated the four protesters as terrorists even though they were only convicted of criminal damage at an Elbit Systems factory in the Filton area of Bristol.

Atiqnisar, one of the defendants in the Barclays case, told Declassified: “You go through a two-week trial only to be told after it’s over that you were on trial for terrorism.

“Johnson’s judgment has opened up the floodgates for potentially hundreds of activists to be sentenced as terrorists for taking direct action against genocide.

“It’s a few broken windows and red paint that they’re now saying is terrorism. It shows you the lengths the state is willing to go to in order to protect the Israeli weapons trade.

“I’m definitely scared. I can’t say I’m not scared. It’s frightening but what’s far more frightening is living in a world where genocide is normalised and people abstain from resisting it”.

Terrorism connectionIn court documents seen by Declassified, the prosecution’s lawyers acknowledged that “no determination was sought before trial” to sentence the activists as terrorists.

However, they argued that the circumstances of the case changed during cross-examination and opened the door for the defendants to be charged under terrorism provisions.

Four of the five defendants gave evidence that “they were members of, or affiliated, with Palestine Action at the time of the offending” and “had attended Palestine Action training”.

“The present offending formed part of a wider Palestine Action campaign directed against Barclays comprising in excess of twenty similar attacks”, the prosecution lawyers wrote.

These matters “emerged for the first time during the defence case and went significantly beyond the defendants’ respective defence statements”.

The defendants’ statements in court, the lawyers argued, allow for the criminal damage convictions to carry a terrorism connection under the Sentencing Act.

They said the offending “involved serious damage to property; was designed to influence the government or intimidate the public or a section of the public; and was undertaken for the purpose of advancing a political or ideological cause”.

Palestine Action carried out dozens of direct actions against Barclays branches in 2024 in an attempt to force the bank to divest from Elbit Systems, Israel’s largest arms firm.

In the agreed facts of the case, it was acknowledged that “Barclays PLC provided investments, loans and other corporate financial services to Elbit Systems, a weapons and military technology company”.

Equipment manufactured by Elbit Systems, the agreed facts continued, “has been used by the Israeli military during operations in Gaza, including during the conflict in 2023-2024”.

It was also conceded by the prosecution that Elbit has been “involved in the construction and maintenance of sections of Israel’s West Bank barrier” including “cameras and remotely operated weapons systems”.

In October 2024, three months after the Palestine Action campaign, it was reported that Barclays had sold all of its 16,345 shares in Elbit. Those shares were worth over $3.4m.

Palestine Action Activists Sentenced as Terrorists

Filton precedentLast month, four other Palestine Action activists were sentenced as terrorists in connection with the raid at an Elbit Systems factory in Filton in August 2024.

Charlotte Head, Samuel Corner, Leona Kamio, and Fatema Rajwani damaged 40 military assets belonging to Elbit, including quadcopters, allegedly causing over £1m in damage.

During the sentencing hearing, Justice Jeremy Johnson ruled that this constituted “serious damage to property” as defined within the Terrorism Act (2000).

He also said the action was “designed to influence the UK government and to intimidate a section of the public, and was for the purpose of advancing a political cause”.

This was despite defence counsel submitting that the Terrorism Act was never intended to allow for the designation of activism as terrorism on the basis of property damage alone.

Johnson’s ruling marked the first time that protesters had been sentenced as terrorists and appears to have opened the door for further terrorism convictions in protest-related cases.

Notably, his failure to clarify where the threshold lies for “serious damage to property” appears to have allowed for lower-level direct action campaigns to be caught in terrorism provisions.

Lowering the thresholdThe move to prosecute the Barclays activists as terrorists comes despite that incident taking place almost a year prior to the proscription of Palestine Action.

When the government was building its case for proscription, the MI5-based Joint Terrorism Analysis Centre (JTAC) listed three incidents of alleged “terrorism” carried out by the group.

The incident at Barclays had already taken place when the JTAC report was drafted. But it was not classified among those three incidents, all of which allegedly involved over £1m in damage.

In fact, the Barclays action appears to be the first protest case involving less than £1m in damage costs to be pursued by the CPS under terrorism provisions.

This suggests that scores of protest-related criminal damage trials could now be pursued as terrorism without the knowledge of juries – and, in this case, the defendants.

Moreover, it raises concerns about how the law could be applied arbitrarily to protest cases, with some being designated as terrorism and others not for no discernible reason.

The defendants have applied for a pre-sentencing hearing for legal arguments to be heard regarding the attachment of a terrorism connection to the case.

They are due to be sentenced on 4 September 2026.

Newly leaked documents reveal that while the Yemeni Armed Forces escalated their military campaign and Red Sea Blockade against Israel during the genocide in Gaza, a secret intelligence alliance and a “sophisticated espionage network” were being formed between Saudi intelligence, Israel’s Mossad and the CIA inside Riyadh to achieve regime change in Sana’a through political assasinations, dismantling Ansarallah from within, defecting military officials and gathering intelligence through charitable aid organizations.

Recently uncovered documents, combined with confessions from alleged members of a sprawling espionage network in Yemen, reveal an agenda far beyond gathering intelligence for the sake of developing a target bank inside the country. Yemeni authorities say that instead, the plan was to assassinate the country’s senior political and military leadership, while dismantling Ansrallah’s current governing structure. They argue that in their place, a Saudi-proxy leadership was being prepared, one that would steer Yemen away from its support of the Palestinian cause.

According to Yemeni investigators, the operation mirrored intelligence campaigns previously carried out against Hezbollah in Lebanon, in addition to those that sought to enable decapitation strikes against senior Iranian officials. The alleged targets included Ansar Allah leader Abdulmalik al-Houthi, President Mahdi al-Mashat, the Minister of Defense, the Chief of Staff, members of Ansar Allah’s Political Bureau, and numerous senior military commanders. At the center of the alleged political transition was former military intelligence General Ali Al-Sayani, who Yemeni officials say was being prepared abroad to lead a post-coup government loyal to Riyadh.

Secret Operations Room UncoveredTowards the tail end of last year, Sana’a’s security forces announced that they had dismantled a ‘sophisticated espionage network’. What they would later find, however, was a series of networks linked to joint operations rooms – staffed by Saudi intelligence, CIA and Mossad officers – that had been operating out of Riyadh.

Yemeni officials shared that the network consisted of multiple compartmentalized intelligence cells spread across the Sana’a, Sa’dah, and Hodeidah Governorates of the country. Each cell is said to have operated independently while remaining connected to a centralized command center that was based across the border in neighbouring Saudi Arabia.

Yemen’s authorities alleged that operatives were tasked with gathering intelligence on senior government officials, Ansarallah leaders, military commanders, as well as security personnel. Cells were also guided to map out government headquarters, monitor the movement of officials, and identify critical military infrastructure, including weapons manufacturing facilities, ballistic missile and drone launcher locations.

Speaking to MintPress News, Nasr al-Din Amer, a senior Ansar Allah official and deputy head of the movement’s media authority, described what he said was an attempt to dismantle Yemen’s entire leadership structure.

“There was a major plan to target the civilian, military, security, and even media leadership system. The dismantled cell were part of the intelligence operation that targeted offensive and defensive capabilities and aimed to overthrow the regime in Sana’a completely.”

Amer argued that the campaign was designed not only to remove Yemen’s leadership but also to halt its ability to continue military operations.

“The goal was also to prevent us from supporting Gaza, and to secure the passage of Israeli ships in the Red Sea, but none of that was achieved, as our operations did not stop, the regime in Sana’a did not fall, and Yemen became much stronger.”

Inserting A Proxy RegimeYemen’s internal investigative unit concluded that the US-Israeli-Saudi joint operations room had recruited former Yemeni military officers, including Major General Ali Ahmed Al-Sayani, alongside Farouk Ali Rajih and former Air Force Brigadier General Abdullah Al-Haifi.

Rajih was taken into custody by Ansarallah and was later sentenced to death along with 16 other operatives. As part of his confession, he had alleged that a Saudi intelligence officer, known as Abu Khalid, personally informed him that senior Saudi officials wanted to meet General Al-Sayani abroad due to  Yemen being “on the verge of a major change” supported by multiple foreign governments.

Because of Al-Sayani’s relationships with other former military leaders, he was viewed as the ideal figure to oversee a political transition, assuming that the US-Israeli-Saudi joint room’s regime-change plot went to plan.

Rajih later claimed:

“The meeting did indeed take place in the Egyptian capital, Cairo, and arrangements were made for a military coup in Yemen. For this purpose, military teams were formed and provided with sophisticated communication equipment and large sums of money.”

Amer informed MintPress that the same joint operations room played a central role in the assassination of Yemen’s Prime Minister Ahmed Ghaleb Nasser al-Rahawi, who was killed in a series of Israeli airstrikes on August 28, 2025. Those strikes also killed nine cabinet ministers and the country’s Chief of Staff.

“There is no doubt that these cells had a major role in the operation to target the government. Investigations, evidence, and documents held by security prove this.”

Officials in Sana’a maintain that the broader operation ultimately failed because of the vigilance of their own security services, who successfully uncovered the network before its objectives could be completed. While acknowledging that some Israeli strikes did successfully kill senior officials, authorities characterize those attacks as isolated successes rather than evidence of an effective intelligence campaign. Bolstering their narrative is the fact that the only successful assassinations took place in publicly known locations, not highly sensitive and secured sites.

Amer, for his part, dismissed the overall operation as a failure.

“We have developed security expertise over the past years, and we are engaged in an intelligence battle with the most advanced global security agencies.”

Decapitating The Military LeadershipWhile one branch of the espionage network focused on political leaders, Yemeni authorities say another concentrated on the country’s military command as Yemen intensified its operations in support of Gaza.

The key targets in the scope of the cell included the missile force, drone units, naval forces, the Minister of Defense, the Chief of Staff, and commanders responsible for Yemen’s missile and drone operations.

Revealed as part of Sana’a’s investigation, was that the Joint Operations Room recruited a man by the name of Colonel Ali Muthanna Nasser, the former head of the Military Security Division’s office within Yemen’s military intelligence.

The US-Israeli-Saudi project then assigned this asset with the responsibility of monitoring Defense Minister Major General Mohammed Nasser Al-Atifi and Chief of Staff Lieutenant General Mohammed Abdelkarim Al-Ghamari. Authorities claim Nasser supplied detailed intelligence, including the locations of military leadership meetings, operational plans, troop movements, and copies of confidential reports circulating through the Military Security Division. This intelligence later became essential in supporting a broader targeting campaign.

Only six days into a fragile U.S.-backed ceasefire between Israel and Hamas in Gaza, Al-Ghamari was assassinated in an Israeli strike. Shortly afterward, Israel publicly claimed responsibility for the assassination, with Defense Minister Israel Katz announcing that Al-Ghamari had been “eliminated”.

The killing came months after another Israeli strike that killed Prime Minister Ahmed al-Rahawi along with several cabinet ministers during an official government meeting in Sana’a. Yemeni investigators argue that both attacks were made possible through a sophisticated intelligence operation involving several specialized cells working simultaneously.

MintPress was informed that the cell conducted preliminary surveillance of government headquarters in Sana’a’s Haddah district. A second allegedly installed concealed surveillance cameras inside concrete blocks positioned near the facility’s entrance, while hidden audio devices were placed nearby to confirm activity within the compound. Once the information had been verified, investigators say, the intelligence was transmitted to the operations room. Authorities further allege that another team remained positioned near the target immediately after the strike with vehicles equipped for live recording, documenting both the attack and its aftermath.

A fourth cell reportedly tracked the movements of senior officials before and during the operation, helping determine the optimal moment to strike. Taken together, Ansarallah sources describe the operation as far more than a conventional intelligence-gathering effort. Instead, they argue it represented a coordinated campaign designed to provide real-time targeting information for Israeli airstrikes while simultaneously dismantling Yemen’s civilian and military leadership.

Humanitarian Organisations Used As A CoverOne of the most shocking revelations of the intelligence operation was the alleged use of organisations claiming to have been carrying on humanitarian and development work. According to a number of security officials, several operatives embedded within international and regional organizations allegedly carried out espionage missions while presenting themselves as aid workers or development professionals.

One of the most prominent cases involves an individual called Bashir Ali Mahdi, who was arrested on March 20, 2025. Authorities in Sana’a accuse Mahdi of conducting intelligence operations disguised as humanitarian projects through the ‘Qudrah Organization for Sustainable Development’, which he headed.

Mahdi is reported to have confessed that he was recruited in Ethiopia, by Senior Director of Programs at the International Center for Religion & Diplomacy (ICRD) Rebecca Cataldi. Security officials further allege that Matt Selinsky, Middle East Program Director for Partners Worldwide, was among those directing aspects of the broader intelligence operation from the Joint Operations Room.

According to Yemeni government sources, Mahdi’s responsibilities extended beyond simply collecting information. He allegedly recruited additional operatives while organizing initiatives intended to generate public resentment toward Ansarallah by exploiting worsening economic conditions, such as rising food prices, increasing rents, and the hardships facing displaced civilians.

Mahdi described those efforts during questioning as follows:

“We worked to incite public opinion against Ansar Allah by forming neighborhood-level councils and training thirty participants in several of them under the false pretense of ‘strengthening social cohesion,’ as well as through the ‘Voice of Youth for Youth’ program in partnership with the German organization GIZ and the European Union.”

He also claimed that preparations for the alleged coup were discussed during meetings in Cairo.

“In a meeting in Cairo, Rebecca told me that they are about to launch a major military and economic operation in Yemen, so the intelligence monitoring and information gathering activities about Ansar Allah and militaries needed to be increased. By that point, I had already carried out approximately 70 operations.”

Mahdi went on to describe what investigators say was the network’s standard targeting procedure. “Initially, we gather preliminary information. In the second stage, the accuracy of these targets is verified and examined using high-resolution surveillance, monitoring, and imaging equipment, which another team places near the targets. Afterward, the coordinates are transmitted to the joint operations room.”

Another alleged operative, Khaled Qassem Abdullah, reportedly worked for the International Organization for Migration before being recruited in 2024. According to Yemen’s investigators, Abdullah monitored 23 residences belonging to senior government officials in Sana’a’s al-Haddah district.

They say he admitted to installing surveillance equipment inside several of those locations. “I successfully installed advanced cameras and listening devices in seven houses and headquarters. I had placed a spy camera inside a block next to the house in Iran Street at Hadda. That house was targeted by an Israeli airstrike that night.”

Investigators obtained surveillance footage, also viewed by MintPress News, that purports to show Abdullah placing a concrete block containing a concealed camera beside a residence on Tehran Street in al-Haddah; before driving away in a Toyota RAV4. Yemen’s authorities say Abdullah later confirmed the authenticity of the footage.

“The action took place on December 21, 2024. The operation was part of the second phase of verifying the target. Later, the house was targeted.”

Commenting on the arrests, Nasr al-Din Amer argued to MintPress that foreign intelligence agencies had successfully infiltrated portions of the international humanitarian community operating inside Yemen. He further suggested that some reactions from international organizations following the arrests deserved closer scrutiny.

“The eagerness of some UN officials to defend the alleged Israeli spies raises questions about the role of those leaders in providing cover for espionage and putting them in a position of responsibility.”

International organizations, meanwhile, have leveled their own accusations at Ansarallah, claiming they were obstructing humanitarian operations in northern Yemen and have protested the detention of several aid workers. Authorities in Sana’a reject these criticisms, maintaining that while many organizations conduct legitimate humanitarian work, others failed to prevent foreign intelligence agencies from exploiting their staff and operations for espionage.

Iran Announces Operation Victory as Yemen Closes Bab al-Mandab Strait to Israeli Shipping

A Sophisticated Intelligence NetworkThe espionage network in Yemen relied on many of the same tactics that have been employed in intelligence operations against Hezbollah in Lebanon and IRGC officials in Iran: a combination of international intelligence cooperation, advanced surveillance technology, extensive local recruitment, and carefully timed military strikes using AI technology, satellite imagery and human spotters.

While the operation demonstrated significant technological sophistication, Yemen’s intelligence services ultimately succeeded in disrupting the broader campaign before its strategic objectives could be achieved.

Nasr al-Din Amer argued that the network exploiting international organizations as operational cover has real world consequences. Those arrested in connection to the espionage cells possessed sophisticated surveillance equipment, including concealed cameras, listening devices, GPS tracking systems, encrypted communications tools, and live-streaming technology designed for covert intelligence work.

Authorities further allege that many operatives were taken abroad and received specialized training from American, Israeli, and Saudi intelligence officers inside Saudi Arabia before being deployed back into Yemen.

One of those accused of partaking in this, Magdi Mohamed Hussein, allegedly operated a vehicle equipped with advanced live-streaming technology that could be remotely accessed by the Joint Operations Room. This vehicle was used to monitor parking areas near civilian and government facilities while identifying vehicles associated with targeted officials. On multiple occasions, the car was reportedly positioned close to anticipated strike locations to automatically record airstrikes, documenting casualties, rescue workers, ambulances, and the aftermath of the attacks in real time.

Another suspect, Sinan Abdulaziz Ali, described while in detention what he claimed was his recruitment and training.

“My residency in Saudi Arabia was renewed on the condition of working for the Joint Operations Room. In Riyadh, I was trained alternately by Saudi officers Abdullah and Saad, and American officers John and Michael. I was trained in reconnaissance, surveillance, and report writing. I was provided with a camera shaped like a remote and a Camry equipped with hidden cameras, live streaming devices, and listening devices that analyze voices using a technique known as ‘voiceprint,’ in order to locate Ansar Allah leaders.”

The authorities say another operative, Anas Ahmed Saleh, worked directly under a Saudi intelligence officer known as Abu Saif. Saleh was accused of photographing homes, official vehicles, security cameras, civilian guards, and internet infrastructure associated with pre-selected targets. They allege he supplied intelligence on at least 25 residences, particularly around the former U.S. Embassy compound in the Sa’wan district of eastern Sana’a.

Saleh also described his role following one of the Israeli strikes. “After targeting a location behind the Sam Social Events Hall, Abu Saif asked me to go there to record the crowd, the rescue operations, and the ambulances in order to identify the victims’ bodies. I carried out the operation successfully. This was one of more than 100 operations I conducted for Saudi, American, and Israeli intelligence.”

For Yemeni investigators, such testimony points not only to intelligence gathering before attacks but also to the systematic documentation of their aftermath.

Infiltrating Yemen’s Popular Mobilization ForcesAs Yemen expanded its military operations in support of Gaza, domestic support for Ansarallah grew rapidly, leading to the rapid expansion of what has become known as the General Mobilization Forces – a network that allegedly grew to around 1 million fighters, led at the local level by tribal leaders and community leaders. This soon became a prime target for infiltration.

Among those arrested in connection with the cell responsible for infiltrating the General Mobilisation Forces was Imad Shayea Ezz El-Din, a tribal sheikh and official within the Ministry of Local Administration. Authorities claim his assignment was to gradually infiltrate Ansarallah, obtain promotions within its ranks, recruit additional operatives, and gather intelligence on tribal leaders and military formations supporting Yemen’s campaign against Israel.

During questioning, Ezz El-Din described his alleged mission.

“I was tasked with infiltrating Ansar Allah and assuming high-ranking positions within their organizational structure, as well as recruiting spies within the movement and obtaining their personal phone numbers in order to hack cyberattacks.”

Although he acknowledged that the effort largely failed because of Ansarallah’s internal security measures, investigators say he nevertheless identified several ballistic missile and drone launch sites. Some of those locations were later targeted by U.S. and Israeli airstrikes, although the strikes reportedly failed to achieve their intended military objectives, resulting primarily in the destruction of critical civilian infrastructure in a country already devastated by years of war.

Following a Saudi-Emirati-led military campaign that inflicted widespread damage across Yemen, these new strikes have further deepened the humanitarian crisis, killing hundreds of Yemenis—including women and children.

The role of local informants has become a central element in understanding how targets were identified. In another confession extracted under the detention of Yemeni authorities, Ezz al-Din stated: “I provided the joint operations room with 50 targets, including vital facilities. I also provided them with information about newspaper headquarters in al-Tahreer zone.”

This intelligence contributed to strikes that devastated civilian areas, including the Al-Tahrir district, where more than 150 residents were killed by Israeli airstrikes. Among those civilians affected were journalists, medical workers, and government employees. The attacks targeted an entire neighborhood, while rescue operations continued for two weeks as teams recovered the dead and injured from the destruction.

Another case involving alleged intelligence cooperation emerged through the arrest of Daifallah Saleh, who was reportedly recruited during the broader regional conflict surrounding Gaza.

Saleh stated that a man identified as “Abu Abdullah Al-Saudi” sent him coordinates of a detention center, telling him it was a military camp and asking him to photograph it. “Days later, the center was targeted by air raids,” Saleh said. “I told Abdullah that all the dead were African migrants. He replied that it didn’t matter.”

Following Saleh’s arrest, investigators reportedly recovered voice messages from his phone containing information related to the targeting of the detention facility. Amnesty International stated that the U.S. strike on the Sa’dah migrant detention center constituted a war crime, raising further questions about civilian protection, accountability, and the consequences of intelligence-driven military operations.

For years, Yemen has remained among the most heavily targeted countries in the world, enduring extensive bombing campaigns, foreign intervention, and widespread destruction. Yet despite the scale of the devastation, Yemen has continued to assert its role in regional conflicts, positioning its actions as opposition to Israeli military operations in Palestine, Lebanon, and Iran.

Yemeni officials have repeatedly stated that their armed forces remain prepared to respond to what they describe as aggression against countries across the region—ensuring that Yemen remains a central and contested actor in the expanding geopolitical struggle of the Middle East.

The delegation seeks to improve upon its performance at the San Salvador 2023 Games.

On Tuesday, the Cuban delegation added more victories at the 2026 Central American and Caribbean Games in Santo Domingo, excelling in volleyball, field hockey, and women’s softball.

In indoor volleyball, Cuba defeated Venezuela 3-0 in straight sets (25-19, 25-18, 25-19). With this result, the Cubans finished the first phase with a 2-1 record, securing second place in Group B behind Puerto Rico.

Despite the loss, Venezuela also advanced to the quarterfinals. In the knockout round on July 28, they will face Mexico, while Cuba will take on the host country, the Dominican Republic.

In women’s field hockey, Cuba defeated Barbados 7-1 in a match they dominated from start to finish. The Cuban women’s team scored three goals in the first quarter and maintained control with 70% possession and seven penalty corners.

In women’s softball, Cuba extended its lead to 4-0 over El Salvador in the fifth inning of their third game in the preliminary round. With six hits and no defensive errors, the offenses of Elizabeth Robert, Yilian Rondon, and Lisaidy Samon were key to maintaining their dominance.

These results strengthen Cuba’s presence in team sports, adding to the individual achievements already attained in sports such as badminton and taekwondo.

The Cuban delegation seeks to improve upon its performance at the San Salvador 2023 Games, where it won 23 medals and finished tenth in the medal count.

On July 28, Venezuelans commemorate the birth of the Bolivarian Revolution’s historical leader.

Hugo Chávez Frías was born on July 28, 1954, in Sabaneta, Barinas. His anniversary offers a chance to examine his role in reshaping Latin American history.

Chávez led Venezuela from 1998 until his death in March 2013. During his presidency, he implemented the Bolivarian Revolution, a political and social program that altered the nation’s governance model and challenged international political structures.

Before Chávez, Venezuela operated under the Puntofijo Agreement, a power-sharing pact between the two main parties. Everything changed in 1998, when Hugo Chávez won the elections and began the process of the Bolivarian Revolution, redirecting state resources toward public infrastructure, health care, and education.

Social programs known as Misiones were established to address historical inequalities. Additionally, literacy initiatives such as Mission Robinson led UNESCO to declare Venezuela free of illiteracy in October 2005.

From Sabaneta to the Venezuelan Presidency

Chávez was raised by his grandmother, Rosa Inés Chávez, in a rural zone marked by economic hardship. Hugo’s background was rooted in the working-class culture of the Venezuelan plains.

During his youth, Chávez studied figures of 19th-century Venezuelan history, particularly Simón Bolívar, educator Simón Rodríguez, and federalist leader Ezequiel Zamora. This later formed the conceptual foundation “Tree of the Three Roots” of Chávez’s movement.

In 1971, Chávez moved to Caracas to enroll in the Military Academy of Venezuela. He graduated in 1975 with a degree in military sciences and engineering, with the rank of second lieutenant.

In December 1982, he co-founded the Revolutionary Bolivarian Movement 200 (MBR-200) alongside fellow officers. The secret movement aimed to reform the military and challenge the existing political structure.

Following the state repression during the Caracazo in 1989, MBR-200 organized a military uprising on February 4, 1992. Lieutenant Colonel Chávez led some 1,200 troops in an attempt to capture key government installations.

Before being detained, Chávez was permitted to deliver a brief, televised message to his co-conspirators who were still fighting in other parts of the country. He stated: “Comrades: unfortunately, for now, the objectives we set were not achieved in the capital.” The phrase “for now” resonated with a population dissatisfied with the socioeconomic conditions.

Chávez was imprisoned in the Yare prison facility for two years. In March 1994, President Rafael Caldera dropped the charges against him and released him from custody. Upon his release, Chávez abandoned the strategy of military uprisings and began organizing a political coalition. He founded the Fifth Republic Movement (MVR) to participate in the electoral system.

In the presidential election of December 6, 1998, Chávez won the presidency with 56.2 percent of the vote, defeating Henrique Salas Römer. His campaign focused on convening a National Constituent Assembly to rewrite the constitution.

In April 1999, a national referendum approved the creation of the assembly with 88 percent support. The new constitution was drafted, submitted to a public referendum in December 1999, and approved by 71.8 percent of voters.

The 1999 Constitution officially renamed the nation the Bolivarian Republic of Venezuela, established participatory democracy mechanisms, expanded social rights, and created a new legal framework for the state.

Anti-Imperialism and Pan-American Integration

Hugo Chávez’s foreign policy altered Latin America’s diplomatic landscape by promoting anti-imperialism and multipolarity. Chávez’s foreign relations framework aimed to reduce reliance on the United States and international financial organizations. It encouraged trade, military, and political alliances among countries in the Global South.

A notable diplomatic moment occurred on September 20, 2006, during the 61st Session of the United Nations General Assembly in New York. Addressing the assembly one day after U.S. President George W. Bush, Chávez stated: “The devil came here yesterday. Yesterday the devil came here. Right here. And it smells of sulfur still.”

Chávez worked to build regional integration organizations independent of U.S. influence. In December 2004, alongside Cuban President Fidel Castro, he co-founded the Bolivarian Alliance for the Peoples of Our America (ALBA-TCP).

Designed as an alternative to the U.S.-backed Free Trade Area of the Americas (FTAA/ALCA), ALBA prioritized trade based on cooperation, solidarity, and social development rather than commercial deregulation.

The opposition to the FTAA culminated at the 4th Summit of the Americas in Mar del Plata, Argentina, in November 2005, where Chávez, alongside regional leaders, officially rejected the proposed trade agreement.

In June 2005, Venezuela established Petrocaribe, an energy cooperation agreement that provided oil to Caribbean and Central American nations under favorable financing terms. Participating countries could finance oil purchases over 25 years at 1% interest, even paying in local goods.

According to data, Petrocaribe supplied millions of barrels to 18 member states between 2005 and 2014, helping alleviate balance-of-payment pressures during periods of high oil prices.

Chávez also played a key role in founding the Union of South American Nations (UNASUR) in 2008 and the Community of Latin American and Caribbean States (CELAC) in Caracas in December 2011.

CELAC brought together 33 sovereign states across the Western Hemisphere, deliberately excluding the United States and Canada, to serve as a regional diplomatic platform independent of the Organization of American States (OAS).

Hegemony, Popular Media, and Aló Presidente

Communication was a central component of Hugo Chávez’s political strategy. His administration viewed media as a primary arena for political debate, particularly following the coup d’état of April 11–13, 2002.

Private television networks in Venezuela broadcast entertainment programming and withheld news coverage of popular demonstrations demanding Chávez’s return.

To establish direct communication with the public, Chávez hosted the weekly television and radio program Aló Presidente, which debuted on May 23, 1999, on Radio Nacional de Venezuela and later expanded to Venezolana de Televisión (VTV).

The broadcast ran for 378 episodes until January 2012. Aló Presidente served multiple functions: Chávez announced executive decisions, interviewed citizens, held live cabinet meetings, explained national legislation, and discussed history and political theory. Over its 13-year run, the program logged more than 1,600 hours of broadcasting.

Beyond state television, the administration supported alternative and community media. The 2000 Telecommunications Law funded hundreds of community radio and TV stations across Venezuela.

Internationally, Chávez spearheaded the creation of teleSUR, an international news network headquartered in Caracas, launched on July 24, 2005. teleSUR was established as a platform to provide news coverage focused on Latin America and the Global South, offering an alternative perspective to major Western news networks.

The Military Strategist: Dialectics and Popular Power

A central element of Hugo Chávez’s doctrine was the concept of the Civic-Military Union, which sought to integrate the armed forces with popular social movements to maintain state stability and defend national sovereignty.

Chávez’s strategic capacity was demonstrated during the 2002–2003 oil lockout, led by Fedecámaras and the management of state oil company PDVSA. The 62-day shutdown aimed to force Chávez’s resignation by halting oil production, leading to severe fuel shortages and a gross domestic product contraction exceeding 20 percent in early 2003.

In response, Chávez utilized military personnel to secure refineries, restore operational control over PDVSA, and restructure the company’s management. Chávez’s administration dismissed PDVSA employees involved in the strike, regaining direct state control over the country’s primary source of revenue.

In 2003, Chávez introduced state-led social programs known as Misiones, including Misión Barrio Adentro in collaboration with Cuba to place medical personnel in low-income neighborhoods, and Misión Mercal to establish state-subsidized grocery networks.

By 2006, the focus went to local participatory decision-making under the Law of Communal Councils, which enabled neighborhood organizations to manage public works and municipal budgets.

In October 2012, during his final major cabinet meeting, often referred to as the Strike at the Helm, Chávez stated “The Commune or Nothing”. This directive marked the final phase of his political project, emphasizing that local communes and self-managed production units were essential for transitioning from centralized state assistance to sustainable, grassroots self-governance.

The Enduring Legacy of Hugo Chávez in the 21st Century

Chávez’s legacy remains a subject of ongoing debate in international political analysis. Critics point to long-term economic vulnerabilities stemming from single-commodity dependence on oil.

Conversely, supporters highlight Chávez’s role in reducing income inequality, expanding popular participation, and challenging Western geopolitical dominance through ALBA, UNASUR, and CELAC.

On his birth anniversary, Chávez’s impact on 21st-century politics is recognized through the institutions he helped establish, the shift toward South-South diplomatic cooperation, and the ongoing model of communal governance in Venezuela.

Chávez’s life and presidency remain an important case study in the history of state reform, popular mobilization, and anti-imperialist political strategy in the Global South.

Lula da Silva launches the first step in the WTO dispute settlement process.

On Monday, Brazil submitted a “Request for Consultations” to the World Trade Organization (WTO) with the United States over the new 25% and 12.5% tariffs that President Donald Trump imposed on Brazilian imports.

The Brazilian Foreign Affairs Ministry said the measures are “unjustified and incompatible” with the obligations assumed by the United States before the WTO and argued that they violate both the 1994 General Agreement on Tariffs and Trade (GATT) and the rules governing the organization’s dispute settlement mechanism.

Two weeks ago, Washington announced an additional 25% tariff on some Brazilian exports as a sanction against the country for alleged “unfair” trade practices.

The measure took effect on July 22. One day later, Trump announced another 12.5% tariff, applied to Brazil and other countries, alleging “insufficient efforts to combat forced labor.”

The request for consultations constitutes the first stage of the WTO dispute settlement mechanism and precedes a possible request for the establishment of a panel to examine the case.

This is the first measure taken by Brazilian President Lula da Silva following the imposition of the new U.S. tariffs. Previously, he had already indicated that he would resort to the instruments provided for under the Economic Reciprocity Law and the WTO dispute settlement system.

In 2025, Brazil had already resorted to that mechanism to challenge other U.S. tariffs of up to 50%, which were subsequently suspended by the U.S. Supreme Court.

Rep. Raskin seeks documents over alleged favors, corruption concerns and ticketing practices.

On Monday, Jamie Raskin, ranking member of the U.S. House Judiciary Committee, launched an investigation into the relationship between the International Federation of Association Football (FIFA) and the administration of U.S. President Donald Trump.

To that end, the U.S. representative sent a five-page letter to FIFA President Gianni Infantino requesting documents and his appearance before Congress. The request seeks to determine whether FIFA received benefits from the U.S. government in exchange for favors granted to Trump during the organization of the 2026 World Cup.

The investigation will address high-profile corruption cases involving hundreds of millions of dollars related to FIFA, while also examining allegations that the organization gouged American consumers with exorbitant prices during the World Cup.

“The most recent quid pro quo that FIFA and President Trump orchestrated is not a victimless crime. It hurts Americans. FIFA has taken its newfound favored status in the Trump Administration as a sign that it may rip off its consumers, most notably, by employing illegal price gouging and fraudulent sales tactics for the World Cup,” Raskin wrote.

“Since Infantino’s election, FIFA has dismantled key ethics guardrails, sidelined ethics and oversight bodies, and pursued an aggressive campaign to curry favor with Donald Trump, including through outright bribery,” the House Judiciary Committee stated.

“In exchange for leasing an office in Trump Tower at inflated costs for limited use and inventing a bogus ‘peace prize’ for the President, the Trump Administration abandoned anti-corruption enforcement and allowed FIFA to operate as a multinational criminal enterprise with impunity,” it added.

Through its website, the House Judiciary Committee recalled that FIFA’s history of corruption is well documented, noting that the Department of Justice uncovered illegal activities spanning decades and involving defendants, who exchanged over US$200 million in bribes and kickbacks in return for lucrative broadcasting rights to international soccer matches. Although authorities secured convictions in two of those cases, the Trump administration abruptly dropped the charges, allowing the defendants to go free.

“That impunity has come at the expense of American soccer fans. FIFA has imposed extreme and unlawful ticketing practices for the World Cup, including price surges from a promised US$1,550 cap to nearly US$33,000 per seat, widespread use of dynamic pricing, and the ability to downgrade ticket holders to worse seats after purchase. These tactics have triggered state-level investigations while Trump’s Department of Justice (DOJ) and Federal Trade Commission have looked the other way,” the House Judiciary Committee stated.

In his letter to Infantino, Raskin requested documents and communications from FIFA related to any gifts, payments or benefits provided to Trump and his associates, as well as records concerning FIFA’s ticketing practices and contacts with U.S. officials. The U.S. representative also seeks to reveal the nature of Trump’s relationship with Infantino.

“The Justice Department’s conduct becomes easier to understand when viewed alongside FIFA’s campaign to win Donald Trump’s favor since his reelection, a strategy that has generated significant benefits for the organization while North America hosted the World Cup. During the past 18 months, you created a so-called ‘FIFA Peace Prize’ to present to President Trump, who has publicly expressed his interest in receiving the Nobel Peace Prize. In addition, you leased office space on the 17th floor of Trump Tower — at an estimated cost of US$600,000 a year — even though it would be used only during the 39 days of the World Cup. That represents a cost of more than US$15,000 per day,” Raskin stated.

“Your election as FIFA president was supposed to represent a break with the culture of corruption that damaged the reputation of world soccer for decades. You were elected with a mandate to reform the organization following Mr. Blatter’s resignation. However, at the beginning of your tenure, you weakened ethical oversight mechanisms and removed most members of FIFA’s ethics committee. That lack of transparency and oversight paved the way for you to develop a close relationship with the Trump administration through practices that a New York University law professor and a former member of FIFA’s ethics committee described as ‘legal bribery,'” he added.

The text reads, “Bomb! FIFA is thinking of selling part of the World Cup!! The idea would be to sell percentages of the competition to private investors. There have already been conversations with potential investors close to the Trump administration. Current FIFA President Gianni Infantino could become “commissioner” of this new company that would manage the World Cup.”

Near the end of the letter, Raskin requested that Infantino provide the following documents and information no later than Aug. 9:

  1. A list of anything of value (including transfer of money, gifts, prizes, awards or public appearances) given to President Trump, members of his administration or their family members, or any entity associated with them, such as The Trump Organization.

  2. All documents and communications relating to the gifts referenced in Request No. 1, including but not limited to FIFA’s lease or rental in Trump Tower and the “FIFA Peace Prize.”

  3. All documents and communications since 2024 with any United States official, or anyone associated with the 2024-2025 presidential transition, regarding any matter pending before or under consideration by officials at the Department of Justice or any other department, agency or office of the United States.

  4. All communications with the United States government relating to FIFA’s ticketing practices, including consumer complaints, discussions regarding variable or other pricing mechanisms, third-party sellers and ticket prices.

  5. All visitor logs for FIFA’s Miami and New York City offices for the duration of the New York City office lease term.

The 7.2 and 7.5 magnitude earthquakes that struck northern Venezuela on June 24 caused several deaths.

On Monday, Cuban teams of military personnel, doctors, and engineers who were deployed to La Guaira, Venezuela, following the double earthquake in June returned to the island.

The army’s Search and Rescue Brigade, comprised of 18 members, was received in Havana by the Ministers of the Interior and of the Revolutionary Armed Forces, Lazaro Alberto Alvarez and Alvaro Lopez.

The Ministry of Public Health also confirmed the return of surgeons, forensic experts, and structural engineers, who were received by Vice Minister of Foreign Affairs Josefina Vidal.

The Cuban mission, part of the Henry Reeve International Contingent, was seen off by Venezuelan Acting President Delcy Rodriguez, who expressed her gratitude for the technical, medical, and humanitarian support provided.

On Monday, Honduras inaugurated the 13th Central American Inter-University Festival of Culture and Art (FICCUA 2026), an event bringing together 940 artists from twelve public universities at University City in Tegucigalpa.

Mexico City. The Mexico City Government will “build again” the sculptures of Fidel Castro and Ernesto Che Guevara, and they will be installed at a different point in the capital, after on July 16 of last year, the mayor of Cuauhtémoc, Alessandra Rojo de la Vega, ordered the removal of the life-size figures that were sitting on a bench, located in the garden of the Plaza de San Carlos, in the Tabacalera neighborhood.

At a press conference, the head of the local Executive, Clara Brugada Molina, anticipated that the sculptures will be placed in another site “so that we no longer have problems of this kind,” but preferred to reserve details related to the date on which they will be presented, the size of the figures, whether they will be a replica of those that were removed, the material they will be made of, and whether they will appear together again, sitting on the bench.

The Secretary of Government, César Cravioto Romero, indicated that the Secretariat of Culture is in charge of creating the sculptural ensemble, known as Encuentro.

The local leader was asked about the arrest and release of people who were apparently leading the march called by various organizations on the anniversary of the Cuban Revolution, who painted graffiti on a wall of the Cuauhtémoc borough building to demand the return of the statues.

Brugada Molina spoke in favor of “acting by putting dialogue with the population above all else,” mentioning that there are other types of demonstrations in which “it is about bigger matters like hitting people, destroying businesses, private places, in short, well, what is appropriate, effectively, is to apply the law, because these are stronger actions.”

“When it comes to graffiti, well, here it gives way to allowing the right to free expression. That has been the case in Mexico City, there has been freedom in that,” she expanded.

Last year, the capital’s authorities reported that the removal of the statues was illegal, because it was not approved by the Committee of Monuments and Artistic Works in Public Spaces.

The federal government will promote a discussion to regulate access to social media by girls, boys, and adolescents, after specialists warned that excessive use of these platforms can affect brain development, attention, sleep, and mental health during key stages of growth.

During the morning press conference, the Secretary of Public Education, Mario Delgado Carrillo, explained that the initiative seeks to open a public debate grounded in scientific evidence so that mothers, fathers, teachers, and authorities know the risks associated with excessive use of devices and digital platforms by minors.

The SEP head noted that “the most important thing is that we are all taking on this challenge together. The objective is for us to accompany this generation and give them tools for a full and happy life.”

As part of that discussion, specialists in neurodevelopment and addiction prevention presented research on the way social media and other digital platforms interact with the brain during childhood and adolescence.

The general director of Concieo AC (an association to prevent addictions in girls, boys, and young people), Tania Jiménez García, explained that problematic technology use provokes an elevated release of dopamine, a neurotransmitter related to the sensation of reward. Faced with that overstimulation, she said, the brain reduces its production of this substance and modifies its receptors as a protection mechanism, which can cause everyday activities to stop generating satisfaction and favor the constant search for digital stimuli.

The specialist added that this type of use can also affect functions such as attention, concentration, impulse control, and emotional regulation. However, she clarified that the brain retains the capacity to recover through neuroplasticity, as long as there is timely intervention and healthy habits.

For her part, the director of the Center for Digital Youth at the University of Washington, Lucía Magis Weinberg, explained that adolescence, between the ages of 10 and 25, is a stage of intense brain reorganization. She indicated that the regions related to emotions and reward-seeking mature before those in charge of self-control and decision-making, which makes adolescents more vulnerable to developing unhealthy habits.

The researcher noted that various studies show that constant use of digital platforms can erode attention capacity. As an example, she indicated that two decades ago a person could maintain concentration for around two and a half minutes in front of a screen before getting distracted, while currently that time has been reduced to approximately 47 seconds. She also warned that increasingly early access to cell phones is associated with impacts on cognitive development.

The specialist added that excessive screen use can also displace activities essential for development, such as sleep, physical activity, in-person socializing, and the construction of identity during adolescence, so she recommended setting limits, promoting disconnection spaces, and strengthening education for healthy technology use.

For her part, President Claudia Sheinbaum Pardo affirmed that the federal government is preparing informational materials directed at mothers and fathers to spread awareness of the risks of excessive social media use, and to foster decisions oriented toward protecting girls, boys, and adolescents.

She also warned that, if this phenomenon is not addressed, the consequences could impact not only the individual development of the new generations, but also that of the country, so she stressed the importance of the discussion.

Mexico City. The Arbitral Tribunal of the International Centre for Settlement of Investment Disputes (ICSID) dismissed almost all the claims that Vulcan maintained against Mexico since 2018 under NAFTA, and only granted it compensation that the company itself described as insignificant.

The ruling, issued this Monday, only recognized one measure as violatory: the closure of a property of Calizas Industriales del Carmen (CALICA), Vulcan’s subsidiary in Mexico, which occurred in January 2018. According to a statement from the Secretariat of Economy (SE), that measure represents less than 1 percent of the amount the company originally demanded.

The dispute originated because Vulcan alleged that, between 2018 and 2022, different federal and state authorities adopted measures that affected the operation of its stone aggregates extraction projects in Mexico.

“The government of Mexico is analyzing in detail the Arbitral Tribunal’s decision to determine the legal actions within its reach,” noted the SE, which also reaffirmed its commitment to foreign investment and to respect for the rules of international treaties as the basis of legal certainty for economic development.

Vulcan, the largest producer of construction aggregates in the United States, confirmed in a statement to its investors that the Tribunal determined that Mexico violated NAFTA “in several aspects,” derived from the failure to comply with an agreement to unblock part of its aggregates reserves in the country and from the closure of its extraction operations. The company specified that the full text of the decision will remain confidential until it is officially published.

Vulcan will hold as planned its second-quarter results conference call this Wednesday, July 29, at 9:00 a.m., central Mexico time.

Relations with Azerbaijan remain constructive despite disagreements over Ukraine, the Kremlin stated.

On Monday, Russian President Vladimir Putin signed an order to add 27,000 personnel to the Russian military, which will have 2,426,130 people, including 1,535,000 service members.

“The decree comes into force on Aug. 1. It also sets the maximum number of the Russian Defense Ministry’s central office personnel at 13,400, not including security guards and other auxiliary workers. Of them, 4,930 are to be civil servants,” the TASS news agency reported.

On Tuesday, Putin held a meeting with Russian Federation Council Chairwoman Valentina Matviyenko during which they discussed the social situation of Russian combatants.

“We must respond immediately, work together with the Defenders of the Fatherland Foundation and pay attention to every detail, recognizing that nothing is insignificant in this matter,” he stressed.

Putin said it is necessary to “do everything possible to ensure” that Russian soldiers have “everything they need,” as well as ensuring that “their families feel supported by the state.”

He described support for soldiers and veterans as “one of the most important tasks for all branches of government” and urged the Senate to focus its work on that objective.

At the end of the meeting, Putin thanked Matviyenko for the work carried out by the Senate, which will be replaced by a new one after the Sept. 20 elections.

Russia and Azerbaijan Maintain Constructive Relations

On Tuesday, Putin held a telephone conversation with Azerbaijani President Ilham Aliyev during which they highlighted the “constructive relations” between their countries despite disagreements over the Ukrainian conflict.

“After discussing current issues on the bilateral and international agenda, the leaders highlighted the constructive nature of Russian-Azerbaijani relations and the increased dialogue between the governments and institutions,” the Russian presidency said, adding that the parties “confirmed their mutual interest in continuing to expand mutually beneficial cooperation.”

In recent years, Moscow and Baku have grown apart, particularly because of the crisis following the downing of an Azerbaijani passenger plane by Russian air defenses in December 2024 while they were repelling a Ukrainian drone attack.

Subsequently, both countries declared the passenger plane incident resolved. In mid-July, however, tensions escalated again after Aliyev voiced support for Ukraine.

“We have always supported, we support and we will continue to support Ukraine’s territorial integrity, its sovereignty and the inviolability of its borders. The borders of no state can be changed by force and without the consent of its people,” he said. The Kremlin reacted immediately, describing Azerbaijan’s position on the war in Ukraine as “mistaken.”

On Tuesday, Spanish President Pedro Sanchez said the fight against major wildfires is beginning to produce results, although he warned that the coming hours will be especially challenging because of a new heat wave.

Sanchez also announced the declaration of areas severely affected by a civil protection emergency for territories damaged by wildfires, which have burned 173,651.46 hectares (429,100.86 acres) across the country so far this year, nearly six times more than during the same period in 2025. So far this year, Spain has recorded 35 major wildfires, compared with seven during the same period in 2025.

Authorities remain concerned about several major wildfires affecting areas of Avila in central Spain, where the country’s largest wildfire on record has burned more than 50,000 hectares (123,553 acres); the Madrid region, where several blazes have affected about 28,000 hectares (69,190 acres); Toledo, in central Spain, where 2,000 hectares (4,942 acres) have been damaged; and Vall d’Uixo, in the eastern province of Castellon, where 8,500 hectares (21,004 acres) have burned.

Far-right leader takes office with congressional backing after narrowly winning the runoff.

On Tuesday, Peru will undergo its ninth presidential transition in 10 years with the inauguration of President Keiko Fujimori, who will lead this South American country through 2031.

Unlike her predecessors, however, Keiko is expected to have sufficient support in Congress to complete her full term.

Her inauguration marks the return of Fujimorismo to power nearly 26 years after her father resigned by fax from Japan following the exposure of a major corruption scandal that also involved his adviser, Vladimiro Montesinos.

Persistent thermal anomalies are damaging marine ecosystems and accelerating biodiversity loss.

On Tuesday, Greenpeace published “Warm Sea” (Mare Caldo), an annual report showing that thermal anomalies and heat waves in Italian seas have ceased to be isolated episodes and have become a constant phenomenon affecting ecosystems down to depths of 40 meters.

The study, prepared in collaboration with the University of Genoa and the National Institute of Oceanography and Applied Geophysics (OGS), concludes that rising water temperatures are affecting Italy’s coastlines regardless of their location or level of environmental protection.

Scientific data collected at 14 monitoring stations during 2025 show that in several areas of the Mediterranean, marine heat waves lasted for more than 200 days, with surface temperatures ranging from 1.5 to 2.5 degrees Celsius above the climatological average.

The impact of this phenomenon is particularly severe on species that are key to the structure of rocky seabeds. The research found mortality rates of between 30% and 60% in colonies of the yellow gorgonian (Eunicella cavolini) on Elba Island and severe damage in the Asinara Island reserve. Likewise, the stony coral (Cladocora caespitosa) is showing significant deterioration in several protected areas.

Besides documenting the decline of native species, scientists detected the proliferation of organisms that prefer warmer waters and the expansion of invasive species such as the alga Caulerpa cylindracea, along with the spread of thermophilic fish such as the Mediterranean barracuda.

Using environmental DNA (eDNA) analysis techniques conducted with the University of Urbino in the Torre Guaceto and Asinara reserves, researchers also identified the presence of several exotic algae species that had not been detected through visual observation.

The Greenpeace report devotes a specific analysis to Elba Island, the only unprotected area in the monitoring network, where data collected since 2019 confirm a progressive deterioration in ecological conditions.

The sustained thermal anomalies recorded during the 2023-2024 period caused excess heat to penetrate into deeper layers, affecting benthic species that are poorly adapted to temperature variations.

The highest temperature anomaly recorded in the monitoring network occurred in the Asinara reserve, with a peak of 3.5 degrees above the climatological threshold during a heat wave that lasted 41 days.

Greenpeace emphasizes that although Marine Protected Areas are indispensable for improving the resilience of coastal ecosystems, “conservation work in these areas is not enough on its own” and urgently calls for a drastic reduction in global greenhouse gas emissions.

The trading volume related to the election has already exceeded US$116 million, one of the highest figures recorded for a political process in Brazil.

A strong earthquake disrupted power and rail services in southwestern Japan, but authorities reported no major damage or casualties.


Japanese authorities lifted a tsunami alert on Tuesday after a powerful preliminary magnitude 7.1 earthquake struck the southwestern island of Kyushu, cutting power to about 40,000 households, halting rail services and triggering emergency warnings across the region.

The earthquake struck at 4:27 p.m. local time (07:27 GMT) and registered the maximum intensity of 7 on Japan’s Shindo seismic scale, according to the Japan Meteorological Agency (JMA).

The JMA initially warned that tsunami waves of up to one meter could reach coastal areas around 5:00 p.m. local time (08:00 GMT). Public broadcaster NHK reported that waves of that height may have reached parts of the coastline shortly after the warning was issued. Authorities later lifted the tsunami alert.

Emergency earthquake warnings were issued for the Kyushu prefectures of Kumamoto, Nagasaki, Kagoshima, Fukuoka, Saga, Oita and Miyazaki.

Authorities had reported no deaths, injuries or significant structural damage as of the latest updates.

The quake disrupted critical infrastructure across the region. Kyushu Electric Power said about 40,000 households lost electricity, while railway operator JR Kyushu suspended all train services, including high-speed bullet trains.

Japan experienced another strong earthquake on June 25, when a magnitude 7.2 tremor struck the country’s north without causing fatalities or significant damage.

Located along the western edge of the Pacific Ring of Fire, Japan is among the world’s most seismically active countries. It accounts for about 20% of all earthquakes measuring magnitude 6.0 or greater and experiences hundreds of earthquakes each year.

Memories of the magnitude 9.0 undersea earthquake and tsunami that struck in 2011, leaving about 18,500 people dead or missing and triggering the Fukushima nuclear accident, continue to shape the country’s disaster preparedness. More recently, a magnitude 7.7 earthquake struck northern Japan on April 20, injuring at least 10 people and prompting authorities to issue a week-long advisory warning of an elevated risk of earthquakes measuring magnitude 8.0 or higher.

Kumamoto Prefecture, one of the areas affected by Tuesday’s quake, was also devastated by a major earthquake a decade ago that killed 275 people and injured 2,739, according to official figures.

A powerful earthquake struck Japan’s Kyushu region, injuring at least 50 people, damaging infrastructure and prompting mass evacuations.


A powerful 7.1-magnitude earthquake struck Japan’s Kumamoto Prefecture on the southern island of Kyushu on Tuesday, injuring at least 50 people, trapping several inside a partially collapsed shopping mall, disrupting transport and utilities, and prompting authorities to order the evacuation of about 300,000 residents.

The earthquake struck at 4:27 p.m. local time (07:27 GMT) and registered the maximum intensity of 7 on Japan’s Shindo seismic scale, according to the Japan Meteorological Agency (JMA). A tsunami warning issued immediately after the quake was later lifted.

Prime Minister Sanae Takaichi said authorities were still assessing the full extent of the damage and the number of casualties.

“We have already been informed that people have been injured. Power outages and fires have occurred in some areas, and there has also been damage to roads and bridges and the collapse of buildings,” Takaichi told reporters in Tokyo.

“I ask everyone to take action to protect themselves, including evacuating to a safe location,” she said.

Public broadcaster NHK reported that one hospital had treated more than 50 injured people. The Nikkei newspaper said several passengers aboard a high-speed train were also hurt when the earthquake struck.

Emergency services said multiple people were trapped inside an Aeon shopping mall after an explosion occurred following the earthquake, leaving part of the building collapsed. Aeon said customers and employees had been evacuated immediately after the initial tremor and that the cause of the subsequent explosion remained unclear.

Kazuya Tsurunaga, who was cleaning up broken dishes inside a pub about 300 meters from the shopping mall, said he heard the blast shortly after the earthquake.

“It was a huge impact,” he said. “A large cloud of smoke billowed up, and because the wind happened to be blowing towards the shop, the area around us was in a state like volcanic ash was falling.”

Television footage broadcast by NHK showed fires and partially collapsed buildings, while large cracks appeared on major roads, including an elevated highway. Some sections of the stone walls surrounding Kumamoto Castle also collapsed, according to a castle official.

Around 48,000 households lost electricity following the quake, Kyushu Electric Power said. Telecommunications companies KDDI and Docomo reported disruptions to mobile phone services caused by power outages and transmission-line failures.

The earthquake also severely disrupted transport. JR Kyushu suspended rail services, including high-speed bullet trains, while Kumamoto Airport closed its runway, forcing airlines to divert or cancel flights.

Authorities instructed about 300,000 residents to evacuate to emergency shelters. The earthquake’s epicenter was about 20 kilometers south of Kumamoto, the largest city on central Kyushu, with a population of around 700,000.

The JMA warned that residents in the hardest-hit areas should remain alert for strong aftershocks over the coming week and for possible landslides.

Venezuela has expanded its recovery efforts one month after the June 24 earthquakes, deploying community brigades, accelerating housing reconstruction and advancing repairs at the country’s main international airport as authorities move into the next phase of the national rebuilding plan.

Acting President Delcy Rodríguez chaired a government meeting on Monday to review progress under the Venezuela Renace Plan, the national strategy for rebuilding homes and restoring infrastructure damaged by the earthquakes. The meeting brought together emergency officials and the Presidential Commission for the Evaluation of Housing and Infrastructure Habitability to coordinate reconstruction efforts and assess the next phase of the response.

Led by engineer Francisco Garcés, the commission is using a green, yellow and red classification system to assess damaged buildings and prioritize the allocation of public resources. The government said the initiative is intended to restore affected communities while guaranteeing housing for families whose homes were damaged.

La Guaira remains the government’s top reconstruction priority after sustaining the most extensive structural damage. Authorities recently handed over homes to 240 families as part of a broader goal of delivering 4,000 housing units between July and December 2026.

According to figures released by Venezuela Renace President Jacqueline Faría on July 22, reconstruction is underway on more than 11,000 homes, including 4,393 houses and 7,400 apartments. The projects cover 228 residential buildings and 144 construction sites across seven states, 16 municipalities and 40 parishes.

Community Brigades Deployed in Caracas

Later on Monday, Acting President Delcy Rodríguez launched Community Brigades in Caracas’ 23 de Enero parish to support repairs to homes affected by the earthquakes. Seven brigades were activated to work alongside the Barrio Nuevo Barrio Tricolor Mission, the Juntos Todo es Posible Corporation and the Venezuela Bella Mission in neighborhood reconstruction efforts.

The government also delivered equipment to support the brigades, including 10 waste-compacting vehicles, trucks, cargo vehicles, three-wheeled motorcycles, buses and tool kits containing safety equipment and debris-removal tools.

“We are equipping the Community Brigades with tool kits, three-wheeled motorcycles, ambulances and trucks for debris collection,” Acting President Delcy Rodríguez said.

She added: “Every step we are taking is together with the community, together with the families involved in this recovery process.”

The launch ceremony was attended by Public Works Vice President Juan José Ramírez, Venezuela Renace President Jacqueline Faría, Caracas Mayor Carmen Meléndez and Capital District Head Nahúm Fernández, who called on residents to participate in the reconstruction effort.

Maiquetía Airport Repairs Continue

Authorities are also continuing repairs at Simón Bolívar International Airport in Maiquetía, where commercial operations are expected to resume gradually from Aug. 24 after resurfacing work is completed on runway 10 Right/28 Left.

According to aviation notice NOTAM CO765/26, the runway will remain closed from July 27 through Aug. 22 for maintenance. During that period, only official and military helicopter operations will be permitted, while all commercial takeoffs and landings will remain suspended. The runway has served as the airport’s only operational landing strip since the June 24 earthquakes caused additional damage to the facility, while the main runway remains closed for a separate rehabilitation project.

Airport authorities plan to restart operations in phases, initially handling eight commercial flights a day through temporary facilities installed at the domestic and international terminals.

Transport Minister Francisco Garcés said the airport’s damage is “entirely repairable” and that reconstruction work is progressing steadily. Under the current timetable, officials expect to restore about 85% of the airport’s operational capacity within the next four months, with full rehabilitation scheduled for completion by December 2026.

Global cuts to HIV funding are threatening decades of progress against the epidemic and could derail efforts to end AIDS by 2030, UNAIDS warned on Monday as the 26th International AIDS Conference opened in Rio de Janeiro, Brazil.

A new UNAIDS report found that international funding for HIV programs fell 18% to $7.3 billion in 2025, its lowest level in nearly two decades. The agency said the decline jeopardizes gains that have reduced new HIV infections and AIDS-related deaths to their lowest levels in more than 30 years.

UNAIDS Executive Director Winnie Byanyima said the United States had provided 75% of international HIV funding before President Donald Trump returned to the White House. She warned that shrinking financial support, coupled with widening inequalities, is putting three decades of progress in the global HIV response at risk.

The agency noted that in January 2025, Trump ordered a temporary suspension of all U.S. HIV-related funding. Although life-saving HIV programs resumed days later, most prevention initiatives remained cut.

Without urgent action to restore progress toward the 2030 targets, UNAIDS projects that the world could see more than three million new HIV infections by the end of the decade. The report also said funding cuts, along with other health emergencies such as Ebola outbreaks, are slowing efforts to end AIDS.

Beatriz Grinsztejn, president of the International AIDS Society, said about nine million people still lack access to HIV treatment, underscoring the need to accelerate efforts to close persistent gaps in care.

World Health Organization Director-General Tedros Adhanom Ghebreyesus said ending AIDS by 2030 “is still possible,” but will require rethinking how health services are delivered, strengthening community organizations and ensuring equitable access to scientific advances.

Jarbas Barbosa, director of the Pan American Health Organization, said meeting the 2030 goal will depend on sustained commitment from political leaders, the private sector and civil society, warning that no country can end the epidemic alone. He also said several Caribbean countries rely on external donors for more than 90% of their HIV programs, leaving them especially vulnerable to reductions in international assistance.

The warnings came as global health leaders gathered in Rio de Janeiro to assess progress against HIV/AIDS, with funding shortfalls emerging as one of the most significant obstacles to achieving the global goal of ending the epidemic by 2030.

On Tuesday, Kremlin spokesman Dmitry Peskov said Ukrainian terrorist actions against the Russian rear are forcing his country to bring the military campaign to a successful conclusion.

“The geography of the terrorist activities of the Kiev regime is expanding, and this once again confirms the growing need to bring the special military operation to a successful conclusion,” he said.

The Ukrainian threat “must be suppressed and completely annihilated,” Peskov said, asserting that Ukraine had already attacked Germany by sabotaging the Nord Stream gas pipelines, and Kazakhstan after striking facilities of the KTK oil pipeline in the Black Sea.

Previously, the Kremlin spokesman condemned the Ukrainian attack on Sunday in the Caspian Sea against an Iranian merchant ship that was allegedly carrying weaponry to Russia. “Those actions are aggressive… In other times, that would have been a casus belli,” Peskov said.

Caracas (OrinocoTribune.com)—On Sunday, Venezuela’s Presidential Commission for the Evaluation of Housing Habitability and Infrastructure, led by Transport Minister Francisco Garcés, held a working meeting with the governors and mayors of Aragua, La Guaira, Miranda, and the Capital District to establish technical protocols for evaluating and repairing non-structural masonry and launching the second phase of reconstruction.

On Monday, Acting President Delcy Rodríguez announced the launch of popular reconstruction brigades to accelerate this new phase of recovery following the catastrophic June 24 double earthquake.

Minister Garcés reported that preliminary agreements have been established to determine “some forms of intervention in the coming week to repair the structures.”

He added that officials are also “establishing the technical guidelines for the shoring up of those structures that require shoring up.”

Garcés noted that technical criteria were reviewed alongside local realities to establish intervention mechanisms in compliance with instructions from Acting President Rodríguez to ensure “this repair be done safely, with technical, transparent, and appropriate criteria.”

Garcés stated that by next week, “we will have the technical protocols to repair structures with minor damage, and subsequently, we will present the technical protocol for the repair of severe structural damage,” providing a certified framework for all levels of intervention.

He highlighted that, to date, over 30,000 structures have been evaluated across Caracas and the six affected states—Miranda, Aragua, La Guaira, Carabobo, Falcón, and Yaracuy—allowing the second phase of reconstruction to proceed based on technical assessments.

Garcés confirmed that municipal offices will be enabled to process proposals and repair notifications. “We have agreed in this meeting that repairs requested from the municipalities will not incur any fees,” he said.

He added that technical teams will deploy to certify structures marked with a red label in order to conduct complementary studies and determine the specific procedures required for each property.

Popular reconstruction brigades
On Monday, July 27, from the 23 de Enero parish in Caracas, Acting President Rodríguez announced the popular reconstruction brigades to accelerate recovery under the Venezuela Reborn Plan.

These brigades will operate as local, direct-action units organized nationwide within public works and community recovery initiatives. Rodríguez explained that the brigades are being equipped with tool kits and machinery to assist directly in housing recovery efforts.

“I want to highlight the organization of People’s Power in the Venezuela Reborn Plan. Every step we are taking is alongside the community and families who are involved in this process of Venezuela’s recovery. We are going to recover Venezuela. We are going to rebuild a new Venezuela. Above the rubble stands the will of a people, a new spirituality, a national unity that comes together to solve problems collectively, as a community,” Rodríguez emphasized.

Rodríguez reiterated that “no one is alone,” stating that the national government guarantees comprehensive care to the entire population, particularly those most severely impacted by the disaster.

She announced that 4,000 homes will be completed “between now and December,” enabling families currently residing in temporary shelter camps to move into permanent housing.

Two Argentina’s lawyers filed a criminal complaint before the Federal Justice system against President Javier Milei for alleged embezzlement of public funds and breach of public official duties during an electoral trip to Brazil.


The judicial complaint questions the deployment of state assets, including the presidential aircraft, official entourage, security personnel, and travel allowances for a trip to São Paulo. According to the plaintiffs, Milei attended a convention of the Liberal Party where he openly endorsed the presidential candidacy of Senator Flávio Bolsonaro, son of former President Jair Bolsonaro.

The lawyers argued that the Argentinean President distorted the institutional purpose of the budget allocated for international representation.

Instead of conducting legitimate diplomatic affairs, President Milei allegedly redirected public resources to favor a foreign political faction.
