The Lviv Regional TCC condemns any unlawful actions aimed at obstructing the legal activities of servicemen during mobilization measures.

During the work of an alert group in the area of Bohdan Khmelnytskyi Street in Lviv, a group of citizens carried out aggressive actions against the service vehicle of the servicemen. The vehicle was damaged, a threat was created to the life and health of personnel, and the execution of mobilization measures was effectively disrupted.

We emphasize that such actions are unacceptable under martial law and may have legal consequences in accordance with current Ukrainian legislation. Obstructing the lawful activities of representatives of the security and defense sector, calls for violence, and damage to property are in no way justified.

The Lviv Regional TCC calls on citizens to remain calm, act strictly within the legal framework, and not fall for provocations.

The leadership of the Cherkasy Regional TCC and SP emphasizes the categorical inadmissibility of any unlawful actions that hinder or block the lawful activities of military personnel during notification measures.

Today in the city of Cherkasy, in the area of Taraskova Street, during notification activities, a case of obstruction of the official duties of TCC and SP servicemen operating as part of a joint notification group with the police was recorded.

During the verification of the military registration data of a citizen who was wanted, a group of civilians committed illegal actions. In particular, third parties damaged official vehicles and facilitated the escape of the wanted individual.

Additional patrols of the National Police of Ukraine were called to the scene to document the offense and identify those involved.

In Poltava’s Sady‑1 district, a clash erupted when TCC servicemen and police tried to check a man’s documents, leading civilians to damage the minibus tires, block it, and free the man, one officer drew a pistol

In the Sady-1 microdistrict in Poltava, a conflict occurred between local residents, police, and servicemen of the TCC. The latter wanted to check a man’s documents. The situation escalated into a verbal altercation and shoving.

The incident happened at around 9 a.m. near preschool educational institution No. 78 “Piznayko” on Heroes of Ukraine Street. A video of the conflict was published on the Telegram channel “Trukha Poltava”.

A verbal confrontation with mutual insults and shoving began between civilians and law enforcement officers. Residents tried to pull a man detained by the police out of a minibus.

One of the civilian men damaged the rear wheels of the minibus so that it could not drive away. Another vehicle blocked the exit of the law enforcement and military minibus from the area near the kindergarten.

After that, a man with a baton got out of the minibus. He shouted that he had fought in the war and grabbed one of the civilians by the jacket. At that moment, one of the women began shouting that her brother had been killed in the war and asked to release the guy. Taking advantage of this, one of the civilian men snatched the baton from the serviceman and tried to flee. Two police officers ran after him. One of them drew a pistol and pursued the man.

At the same time, a Poltava woman lay down inside the minibus to prevent the doors from being closed. Police officers urged other civilians to remove her, but people refused and asked to release the guy. In response, one of the law enforcement officers emotionally shouted: “He’s running, b***h, running. How are we supposed to check his documents?”

Eventually, the service minibus left the scene.

The Main Directorate of the National Police in Poltava Oblast reported that an investigative-operational group arrived at the scene. Law enforcement officers are establishing the circumstances of the incident and will provide a legal assessment of the actions of the participants. According to police, a group of persons obstructed servicemen and police officers in the performance of their official duties. Investigative actions are ongoing.

The Poltava Regional TCC reported that the circumstances of the incident are being established by the police. The police will also identify the persons involved in the offense. People with mental disorders and disabilities are being held at the Ternopil TCC. Mobilization reform was needed yesterday.

❗️Just now, my representatives returned from a monitoring visit to the Ternopil district and city Territorial Recruitment and Social Support Center (TCC & SP). This is yet another situation showing that mobilization reform is not needed tomorrow or today — it was needed yesterday.

And these are not populist statements or abstract discussions about change. These are conclusions of people who saw the situation related to forced “busification” with their own eyes. Thanks to the intervention of our team, five people who were not subject to mobilization were immediately released.

ℹ️ During the visit to the place where mobilized Ukrainian citizens were held, there were about 28 people at that time. Of them, 17 submitted written complaints to me regarding possible violations of their rights.

What we saw is alarming: the officer supervising the mobilized individuals was in a state of alcohol intoxication. The alcohol level in his blood was almost seven times above the legal limit.

👉 During private conversations, people reported possible violations during mobilization, improper documentation, and failure to comply with requirements during the military medical commission.

All stated facts have been documented and already reported to the leadership.

‼️ The most indicative part of this situation is that, following the intervention, the Ombudsman’s Office team released five people. They were freed from the TCC premises, and corresponding changes were made to their military registration data removing them from military records. Among them — a man with lifelong disability of group II since childhood, two people with mental disorders (diagnoses not disclosed for ethical reasons), and two men who were about six months away from reaching the age of 60.

As a result of the inspection, an official response has been prepared to address the identified violations and prevent similar cases in the future.

☝️ I consistently emphasize: we do not only record violations, I demand accountability and response.

One such example is the situation in the Uzhhorod district TCC. After violations of human rights were recorded during a monitoring visit, several officials were served suspicion notices for abuse of power, unlawful detention, and torture of a liable-for-military-service person. This concerns facts of illegal detention and use of physical violence.

My position remains unchanged: accountability must be inevitable for everyone, regardless of position or rank. I hope there will also be an appropriate response in this case. We work not for reports, but for real changes and protection of human rights.

Mass clash with police and TCC: people blocked the road after a man was detained for mobilization in Odesa, local media report.

A police car and a body camera were damaged. Reports say additional police, other enlistment officers, and a TOR unit began arriving at the scene.

During an inspection of the Uzhhorod district enlistment office, cases of unsanitary conditions, unlawful detention, and neglect of illnesses were uncovered, Ombudsman Dmytro Lubinets reported.

People were held without legal grounds for 21 to 50 days. Some had their documents and phones confiscated, limiting access to assistance.

For 40-60 people held there, there were only a few cups and plates, forcing them to eat in turns from shared dishes. Inspectors also documented one shower and one toilet for dozens of people, as well as a lack of bedding.

In addition, a man with high blood pressure was found who had been requesting medical help for several days. An ambulance was called only after the ombudsman's representative intervened. A complaint regarding the violations has already been filed.
