This is what they are monitoring for, to try to match people up who might do vandalism on the cameras.

Yes, but if we make them monitor everybody, then we can increase the signal to noise ratio so much that they can't catch anybody.
I fear this is no longer true. Technology has trivialized the cost to surveil a country's population. The U.S. will endlessly fund doing so.
