GOP senators had been working with the White House on the stock trade bill, and some supported a broad carve-out to exclude the president from the ban, but it failed, with Hawley joining Democrats to block it.
Looks like the carve out failed because Hawley and Democrats blocked it. That's probably why he's actually upset with Hawley. Tbh I'd be fine with the carve out of it actually helped the bill pass, it's not like trump really has any qualms with breaking the law.

Ok I saw an article where they were talking about the carve-out but I hadn't seen yet that it failed. Good on them for not taking that shit.
