I just completed The Power of the Atom quest and have started to notice these massive...things appearing in the town.
That is a very very busted texture. Definitely need to verify your install and any mods you may have alongside, check your GPU drivers etc.
Also go get those unofficial patches at the nexus. Never play without them!
What kind of mods do you have, if any? Is this base Fallout 3, or Tale of Two Wastelands?

Not in my playthrough. First time playing so I didn't know what I was doing.
