It may be because the basic account is so much cheaper (€1/mo) that they offset it with higher prices for additional storage. Just out of genuine curiosity, why would anyone need that much storage for e-mail?
But if most people would use the lower end, wouldn't that make it less sustainable as a company that also states they very sustainable? (which I'm very happy for and support of course) I'm not an expert in business economics tho :p
I believe you'd see high usage if you use attachments a lot.
But if they set the same prices as other popular options like proton and tuta, they will simply lose a lot of customers who could have been someone ready to pay the extra fees. It certainly Isn't all black and white but a more delicate balance.

I self-host mine for free. It breaks very rarely, and when it does, incoming mail gets replayed by the sending server for a coupde of days, so I have time to fix it.
Does Posteo do a bunch of stuff that warrants a high rate for the higher end compared to the very affordable low end?
Posteo offers IMAP, CalDav, and CardDav. (Those were the features which sold me.) I think Tuta, and Proton don't offer IMAP and none of them offer any WebDAV.
But does that relate to their storage pricing? Hard to say. Usually when I see things that are priced higher than what appears to be market rate, I understand that to mean the service provider doesn't really want to do the thing. (Guaranteeing the availability of lots of GBs of storage for many users)
So it's like saying they want to make sure storage is efficiently used and aren't handing out 500 GB of storage to multiple users and they end up only using a fraction and now there isn't enough storage for new users. Something like that right?
Also for Proton, I know you have to pay so you can use the Bridge to use 3rd party clients.
Yeah, maybe something like that. I switched to Posteo (from Proton, which didn't have IMAP back then, and that from Gmail) like a decade ago. And something that I appreciate about it is that I've developed a practice/ habit of archiving or deleting old emails.
I save important photos, documents etc to my local disk and then delete the email. For context, I have 70 messages in my inbox.
Like I said above, the way I think about it is they don't want the cost of guaranteeing additional storage, but it's just a guess. If you were to send them an email and ask (I've sent a couple over the years, they respond to email), I'd be curious what their public response is.
Yeah I've been thinking about sending them a couple of emails to learn about their business decisions and structure. I'll reply about the responses I get!
