Sounds about right.
Looks like one of the closed down malls in Playa del Ingles on Gran Canaria. Several of the older ones relied on passive cooling by creating underground sections to escape the heat without AC.
Cant tell if someone was being funny and labeled a dump with the sign, of if at one point there was an internet cafe. Cuz it's clearly marked in 2 areas to get your attention
abandoned internet cafe would be my guess as well.
And so it was internet browsing then, all these years later, it's a metaphor for internet browsing today.
