Retroarch supports a number of arcade cores on Android. I bet there are dedicated emulators out there, but for stuff that old RA will do nicely.

RetroArch - RetroArch is the popular front-end to libretro which is a simple API that allows for the creation of games and emulators.

Sorta, they are different emulators interfaces with different features, but they both use libretro cores, which are the underlying modular emulation system. So yeah, effectively the same emulator running, just in a different wrapper program.
For the other thing, I'm sure you can figure it out by either reading this page carefully or with a search engine and a little patience.
i remember hearing about fightcade.
while its geared torwards fighting games,
it can emulate a lot of arcade games.
alltho i heard retro arch supports a wider selection.

i just googled "fightcade roms" and found a site that hosts them.
but i also easily found torrents of the entire collection under that term
