WILSON-DAVIS MEMO

The memo can be read in its entirety here:

In 2002, Dr. Eric Davis held a meeting with Vice Admiral Thomas Wilson. According to a leaked memo of their interaction, Wilson had been investigating the Special Access Programs (SAPs) being used to hide crashed UFO retrieval and reverse-engineering efforts by the US government. In 1997, Wilson was advised to dig through the reference group files in the Office of the Under Secretary of Defense for Acquisition and Technology (OUSDAT). This suggestion came from Major General H. Marshal Ward.

Paul G. Kaminski was USDAT at this time. Brigadier General Michael Kostelnik is named as the Director of Special Programs for OUSDAT. With this title, Kostelnik also took on the role of:

  • Director of Special Access Program Coordination/Central Office (SAPCO)
  • Executive Secretary of the Special Access Program Oversight Committee (SAPOC)
  • Member of the Senior Review Group (SRG) of SAPOC

OUSDAT has been restructured several times over the last few decades, but the gatekeeper role of SAPCO’s Director has remained the same. This office is now contained within the Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S)). Other names used for the head of this office include the Under Secretary of Defense for Acquisition (USD(A)) and the Under Secretary of Defense for Acquisition, Technology & Logistics (USD(AT&L)). The Executive Director for Special Programs reports directly to the Deputy Secretary of Defense as the Director of the DoD SAPCO and functionally reports to USD(A&S) as the Director for Special Programs.

Davis recently confirmed that he was the author of the notes.

SPECIAL ACCESS PROGRAM POLICY

The Deputy Secretary of Defense approved a new Special Access Program policy which became effective September 12, 2024. The reissued DoD Directive 5205.07 and DoD Instruction 5205.11 set up SAP umbrellas with compartments and subcompartments contained below them. Each umbrella is placed under the responsibility of an oversight authority (OA). These OAs are tasked with conducting a yearly review of all DoD SAPs and making recommendations to the Senior Review Group, who disseminate this information to the Special Access Program Oversight Committee for approval.

OVERSIGHT AUTHORITIES

The Director, DoD SAPCO is in charge of day-to-day management of the DoD SAP Enterprise and controls SAP access for all members of Congress. From DoDI 5205.11:

The Secretary of Defense may designate select unacknowledged SAPs as “waived” when it is determined that using standard procedures for reporting to Congress would adversely affect national security, pursuant to Section 119 of Title 10, United States Code. Waived SAPs remain subject to congressional oversight.

On waived SAPs:

Only the chair, the ranking member, the staff directors, and one designated security manager of the defense and intelligence committees will be authorized access to waived DoD SAPs within their committee’s respective oversight jurisdiction. Requests to access additional members of Congress or professional staff must be approved by the Secretary of Defense or Deputy Secretary of Defense.

The Under Secretary of Defense for Research & Engineering (USD(R&E)) is the Pentagon’s Chief Technology Officer and oversees all DoD SAP science and technology. They coordinate with DoD SAPCO’s Director to establish SAP guidance related to “advancing technology and innovation”.

The Under Secretary of Defense for Acquisition & Sustainment (USD(A&S)) manages the SAP Corporate Portfolio Program and presides over acquisition portfolio reviews for SAP-protected capabilities. In December 2020, a memo outlining the pilot program was issued by then USD(A&S) Ellen Lord.

DoD said the program will integrate DoD and corporate interests with the goal of increasing technology development and cost efficiency. The Pentagon hopes the program will allow the industrial base to gain more insight into what DoD needs for the purposes of independent research.

DoD says the program will also provide private sector professionals with accesses that will help them protect information better and allow companies to work better to serve their own missions.

Only certain companies will be able to participate in the program. For example, a corporation must be on contract with DoD for 15 or more special access programs to be eligible.

A side note on Lord. In July 2021, she joined SAIC’s newly formed Advisory Board.

This is the same month that Grusch filed his first whistleblower complaint with the DoD IG, according to the letter sent by his attorneys to ICIG Thomas Monheim.

The Under Secretary of Defense for Intelligence & Security (USD(I&S)) is the Pentagon’s Senior Security Official and acts as the DoD’s primary interface with the Office of the Director of National Intelligence and members of the Intelligence Community. The USD(I&S) is the OA for the SAP umbrella that protects shared compartmented capabilities and information. The USD(I&S) is head of AARO’s Executive Council (AAROEXEC).

The Under Secretary of Defense for Policy (USD(P)) is the principal adviser to the SecDef and DepSecDef for matters pertaining to national security and defense policy. They are responsible for SAP issues involving the National Security Council and have oversight of the Integrated Joint Special Technical Operations (IJSTO) process. The IJSTO “establishes and maintains a mutually exclusive secure operational environment in which it oversees and manages an extensive set of DoD and National Agency classified special access programs”.

SPECIAL ACCESS PROGRAM OVERSIGHT COMMITTEE

The SAPOC is the senior governing body within the Pentagon with oversight of all DoD SAPs. They conduct an annual review of said SAPs and, when relevant, determine if continued waived-status is appropriate. The SAPOC is composed of:

  • Chair: Deputy Secretary of Defense, Kathleen H. Hicks
  • Executive Secretary: Director, DoD SAPCO, Derek J. O’Malley
  • Under Secretary of Defense for Research & Engineering, Heidi Shyu
  • Under Secretary of Defense for Acquisition & Sustainment, William A. LaPlante
  • Under Secretary of Defense for Policy (Acting), Amanda J. Dory
  • Under Secretary of Defense (Comptroller)/Chief Financial Officer, Michael J. McCord
  • Under Secretary of Defense for Intelligence & Security (Acting), Milancy Harris
  • Vice Chairman of the Joint Chiefs of Staff, Christopher W. Grady
  • DoD General Counsel, Caroline Krass
  • Director, Cost Assessment and Program Evaluation, Susanna V. Blume
  • DoD Chief Information Officer (Acting), Leslie A. Beavers
  • Under Secretary of the Army, Gabe Camarillo
  • Under Secretary of the Navy (Acting), Thomas J. Mancinelli

I woke up at 7am to over 1400 people online in this sub and now there is more..I’ve been noticing the increase of people online in this community every single day. Has anyone else been noticing this? Maybe Lue’s book, attracted more people to this community? I just haven’t really seen any huge news or anything. Unless I’m missing something? Someone help me figure out what is going on here! Lol

This past week in Disclosure:

Sep 30 – James Fox's documentary "the Program" trailer is released

James Fox, a director who released a well-regarded UFO-related documentary in 2020 called "the Phenomenon", has published the trailer for his upcoming follow-up – titled "the Program".

Fox also appeared on a long-form podcast episode with Jesse Michels, where they explored the topic (and Fox's extensive background) in great detail.

Sep 30 – US Department of Defense publishes an "Unidentified Aerial Phenomenon Records Release"

The DoD newly released 101 pages of UAP-related documents, primarily consisting of back and forth emails about the establishment of the UAP Task Force in accordance with the FY2020 NDAA.

Oct 1 – researcher uncovers indications that Battelle Memorial Institute has lobbied on the UAP language included in the Intelligence Authorization Act

According to a deep-dive from Douglas Dean Johnson, BMI enlisted lobbying efforts related to "H.R. 8512/S. 4443, Intelligence Authorization Act, 2025 - Title X, all provisions related to microelectronics and device cyber protection."

This particular Title relates to the UAP language in the IAA.

Batelle is an international science and technology enterprise, with 3,200 employees, and manages another 29,500 employees in ten United States Department of Energy National Laboratories.

Oct 4 – Rep. Burchett indicates he is aiming for "full disclosure" in upcoming House UAP Hearing

Via Askapol, Rep. Tim Burchett had the following to say:

Askapol: “What do you want to hear in November?”

Burchett: “Disclosure. Full disclosure. 

He also clarified the importance of remaining tight-lipped about the list of witnesses for now:

"We're trying to get some good witnesses there. We don't want to break them out too early like we did last time and then they get squashed.”

Oct 5 – Rep. Burlison states he will provide the name of a key UAP whistleblower such that they may attend the upcoming UAP hearing in the House

Speaking with Askapol, Rep. Eric Burlison indicated:

“Okay, now that I know [that the hearing is happening], I'm going to give them a name. Cause I have had somebody leak a name to me...of somebody that would basically, like — knows a lot.”

Things to look out for in the near future:

September/October/November

  • According to Senator Gillibrand – a public hearing in line with AARO's latest report can be expected soon, saying –"I’m hoping July, and if not then September. But I’m trying to do July.” This has more recently been confirmed to be happening in November.
  • Speaking with Askapol, Reps. Luna and Burchett indicated that the next UAP hearing is likely to come after the August recess. More recently, this UAP hearing has been penciled in for November 13th.

Beyond/currently unknown

  • Following the UAP hearing on the 26th of July, Members of Congress have called for a select committee with subpoena authority, to “go about the task of collecting information from the Pentagon and elsewhere” on unidentified flying objects. There have been conflicting messages from various Members of Congress on whether this is likely to happen anytime soon. Note – a select subcommittee was formally requested on March 13th.
  • Reps. Moskowitz, Luna, and Burchett have repeatedly stated their intent to hold field hearings to overcome stonewalling from the Pentagon and military establishment "I think we [Congress] should try to get into one of these places [housing UAP evidence]...and if they won't let us in I think we should have a field hearing right outside the building...and the military will have to explain why that is." – Rep. Moskowitz (D) It is currently unknown when exactly we might expect that to occur, however as of Jan 12 – Rep. Luna confirmed: "I feel confident that we have enough evidence to move forward with our first field hearing. We will be announcing details soon."
  • Several journalists have indicated that first-hand witnesses of the alleged UAP legacy programs are in the process of providing testimony/evidence to the relevant authorities (e.g. the IC IG) and/or are on the verge of making public statements in the near future (Example 1example 2example 3example 4)
  • David Grusch has received additional clearances through DOPSR to discuss some of his (alleged) first-hand knowledge of Legacy programs. He has mentioned he may be covering more of this information in an upcoming Op-Ed

We don’t hear much about UAPs from China so I thought this was interesting. Lei covers general news from China, mostly politics. Yesterday she described a major UAP sighting in Tianjin China that caused flights to be cancelled or re-routed. The sightings were observed and recorded by many people from September 11th to 13th.

The chinese government called them drones but people are doubting it because: no one thinks anyone in China has the audacity to fly fleets of drones around an airport for 3 days. Also the airports anti-drone systems should have worked if they were civilian drones. These stayed in the air for four to ten hours. And they were at altitudes drones can’t reach.

She also has some footage of flares being dropped which she doesn’t recognize as flares.

It’s interesting seeing the Chinese cultural reaction to UAPs, which is quite different to western reactions. According to Lei people think that the UAPs might be a bad omen for Xi, there are rumours that his rule is coming to an end. Major celestial sightings in China are associated with changes of power in Beijing.

Original Title: Apparently the US government has told at least some of their personnel decades ago that they will not be allowed to discuss UFOs until the year 2025. Does anyone know the significance of this year specifically regarding declassification?


This isn't going to be one of those 'prediction' posts. I'm just sharing something I've noticed, and I wouldn't have paid attention if I saw it from a single source, but this really does appear to have been a thing the US government was telling their personnel in regards to when it's going to be okay to publicly discuss some details about UFOs. My questions are does anyone else know more about this, and have you noticed this year come up elsewhere?

  1. Col. Albert B. Deyarmond's son, Bruce, is interviewed by Wendy Connors in 1998. Bruce's father, Col. Albert B. Deyarmond, was a member of Projects: Saucer, SIGN and Grudge:

According to Bruce, he had this exchange with his father:

Look, you're a scientist, you're an intellectual man.. um, tell me about the flying saucers and tell me about this Blue Book Project. Was it all a cover-up? And he turned to me and he said "in the year 2025, that material will be declassified and I'll gladly tell you the whole story."

  1. This is also what UFO researcher Jim Goodall was told by a Groom Lake witness that he interviewed:

One gentleman spent 12 of his 30 years in black programs at Groom Lake....I asked him "Can you tell me what's happening out there [at Groom lake]?" He said "Well, there are a lot of things going on there that I won't be able to tell you until the year 2025, but we have things in the Nevada desert that will make George Lucas envious."

Attached is the best article I can find on the subject of IRAD, and how this “slush fund” evades congressional oversight. It’s from the January 26, 1980 issue of The Nation

You'd assume it's a dated reference, but it's not at all.

Interestingly, a small piece of this article can also be found on the CIA website, which implies that it’s important to them.

And then even more interestingly, you have the NDIA (National Defense Industrial Association) - a lobbying group disguised as a non-lobbying group - basically telling us they're taking our money because they know what's in our best interest. You and I might want to spend money on solving the hunger crisis, but hey, protecting starving people with guns is more important than feeding them:

"IRAD was originally utilized due to practical necessity, a cost of doing business with the DoD, as a result of DoD’s strict cost-based business practices, and as such, was subjected to rigorous oversight to ensure projects were of interest to DoD. In time, a combination of widespread concern for the health of the defense industrial base following a decline in defense spending after the Cold War and that the current IRAD process was overly burdensome, lead to statutory changes in the early 1990’s that provided companies greater autonomy in choosing IRAD projects to emphasize innovation and encourage development of dual use technologies."

IOW, we're concerned we aren't building enough weapons, so we're going to launder your tax money into making bombs and top secret spaceships.

Despite the surreptitious nature of IRAD and its potential funding of LEGACY reverse engineering programs, I’m willing to bet it’s 100% legal. Yeah, they might overcharge other projects and they might sell tech for $1, but when you’ve got the argument of “national security” on your side, and the Atomic Energy Act of 1954 as your bible, it sounds like we did this to ourselves, and let a shadow government run away with the tech, legally.

The more I read about this subject, the more I realize that what we're seeing is disclosure of "the legacy program", via "the people's program". Harry Reid knew the legacy program existed, but also knew he legally wasn't allowed to know about it. So he built his own program, and 15+ years later, we're finally seeing the result of that effort. Hey, at least this version has congressional oversight...at least that's my assumption.
