If I understand it right (I only read a comment claiming this he says that specifically for/to Christians that don't normally vote, trying to convince them to vote this one time. I keep planning to confirm this but have not taken the time to do so yet.

That is the case, yes. And still, it changes nothing. He is still suggesting that if Christians go out and vote this year, they won’t have to ever again because, and these are his words, “it’ll be fixed.”
There is no context in which this isn’t antidemocratic.
Trump is an absolute POS, but if you look at the full speech, this seems to be what the actual speech was about. Getting them to vote just this one time.
But he's running for president and words matter. Good for dems to press him on that
