When the sun is directly overhead anywhere.
Unfortunately it only happens at certain latitudes above and below the equator, so it can't really happen just anywhere, just in the few places that are at those latitudes.
My bad, I meant anywhere the sun is directly overhead, which happens to be only in certain areas, but not just in Hawaii.
Hawaii is the only place in Merica that it happens, none of those other places exist.

You're thinking of American Samoa which is different from the Independent State of Samoa, formerly known as Western Samoa and a sovereign nation.

No, they are separate countries. American Samoa isn't. It isn't a state, but neither are Guam and Puerto Rico. They're still part of the US.
My bad, I looked up Western Samoa and got redirected to regular Samoa not American Samoa...
