Liches are highly intelligent magic users (so INT based) who decided to transcend death just so they could keep on studying. They don't care about the limelight, about looks, about anyone or anything besides whatever mad project they have.

He's nowhere near as cool or competent a villain as a lich.

Whoever is puppeteering him might be, though.
