I had mud daubers build a nest on my eaves when I was living in Epping, and they were chill as. I think as long as they are left alone it should be okay.

Do they damage the wood they are attached to?

They do actually yeah, the nest allows moisture into the wood it's attached to.

I was in a rental that was a shitbox, so I doubt my LL would have even noticed tbh. But if you're concerned about damage to the wood (wherever they are attached), then yeah you'd need to remove them.

Ah, bummer. They are on the weatherboards, so might have to go. Shame, was happy to leave them be otherwise
