This person almost certainly suffers from bipolar mania
There are plenty of other possibilities, and I don't think bipolar is actually the most likely. Although psychosis and delusions can definitely be a part of bipolar type I they don't have to be, and are more commonly associated with, for example, schizophrenia or schizophreniform disorder or schizotypal personality. Of course these are often comorbid, complicating things. But I wouldn't jump so quickly to such a specific diagnosis based on one picture.
I'm clearly not able to officially diagnose this person. Please understand I'm just shooting off the cuff on Lemmy, where everyone else here is like "hey everyone, laugh at the crazy guy." Imo those are the people you should be directing your ire at.
In my experience, this sort of goal directed activity and paranoid scrawlings are much more likely to be the result of severe mania with psychosis than schizophrenia, delusional disorder, or schizophreniform disorder, where disorganization and amotivation are more likely to occur and lead someone to be "stuck" rather than decorate an entire vehicle and drive it around town.
