Yep, and seeing as the USCG has been able to actually reach recruitment goals in the modern day, it probably worked great to get people into it.
It could also be the 20 years of pointless war that made people not want to join other branches though, while the Coast Guard has a very different mission. It could possibly have nothing to do with her, but I'm sure it played some role.
