Attacks like this only let him know you're coming.
No, what you want to do is air tag vehicles you suspect he travels in, then correlate the data from those with the info provided by the accounts that track his flights. Confirm this with general news stories that include the cities he's visiting, then plant a bomb on the most likely vehicles options once you understand his patterns... Or if the security is lacks enough, directly on one of his planes.
The problem is this takes dedication, surveillance, stealth, and luck... But mostly, dedicated surveillance. The people he pays for protection are no doubt very good, and on top of that he now has the government protecting him too.
The only other way I can think to do it would shooting his plane out of the sky... And I have no idea how to make that happen, and it wouldn't be a certain kill (plane might just glide to safety).
Once the jet is in it's main ascent to cruising altitude getting to it from the ground isn't something easy for anything in the civilian world.
But like you said - dedicated surveillance.
Birds can cause a lot of damage to a jet engine. Incredible amounts actually. Thankfully birds are very lightweight and not made out of materials that can usually make a jet engine blade deform. Usually.
A bird with the right amount of oomph could accidentally deliver much stronger materials into a turbofan during takeoff. If a blade deforms inward, it will cause a cascading failure of the engine.
But that's just the engine, which is always highly vulnerable. It sure would suck if a flock of birds made out of the right materials flew in the path of a jet on takeoff. Currently planes are built to withstand a single 4lb bird strike and make a safe landing.

Okay, I agree, not the most likely plan.
However, it occurs to me planes are probably prepped for take-off whilst VIPs are still on the way to the airport. Perhaps the signs of this happening are visible with the planes he uses, and if he happens to use roads to the airport... And VIP entrances can be mapped... That might give some opportunity to intercept him on public roads.
Ergo a series of IEDs might be the best option. If he takes helicopters to the airport than I'm going back to taking potshots as the best option.
