Well, I'd almost argue he's following to the letter.
Founders when they realize they left out the part where the president understands what the constitution is.
"It's ok, only land owners can vote and if you have money that means you're A Smart Person™©® and will not vote for some absolute joke of a person who's so obviously corrupt it hurts to even think about. Yup that about nails it. Slap on some signatures and call this baby a government, done and done!"
