Tax breaks.
If a company has the infrastructure to support WFH but chooses to RTO it is due to tax breaks the company gets by filling seats in the office.
That's just one of several possible reasons. None of them are better tho.
You know what's more effective at saving money than tax breaks? Not having a huge office you don't need :)
