I think it's more that he knows many in his base are pissed that he's dragging us into another war that's going to kill the kids of the people who voted for him. So his desperate consolation is that no Americans died in the first strike.

No real need. The effective range of those planes is infinite. We can refule them midair. Sticking them in the middle of the country for storage made sense for defensive purposes, at least until Ukraine made truck/lorry based drone swarm platforms.
