If a child is still legally the responsibility of its parents or guardians then the guardians would be responsible for making sure they vote in the best interests of the child. […]

I agree with this, but, for clarity, the parents aren't the only ones that could vote for the best interests of the child: For example, a stranger, unrelated to the child, could vote in the best interests of the child.
