Shock? Absolutely not, the man was a galaxial treasure.
Work and stability for millions. Freedom for all, unless they are traitors. He even rid us of a scary magic sect that kidnapped children.
Dude hated nonhumans. He brought back slavery to the Empire.
Propaganda against the rightful emperor by some terrorists.
The 'forced volunteer work' was done based on a choice system(not their choice of course) and we can simply not help that the racial background of our most problematic demographics match nonhumans that much, although it does give food for thought.
