That's an antiquated reality. It should be a mRNA vaccine or perhaps some kind of nanobot that kills these parasites.
That’s not cyberpunk though, more solar punk imo.
Cyberpunk is all about unideal but pretty optimal solutions.
That would be just good old plain sci-fi, no punk in that.
I was thinking of Sterling's Shaper/Mechanist universe, with the conflict being between genetic tinkerers and techno-upgraders.
You could blast the parasites with lasers on drones. Or engineer better fish immune systems.
