The effort furthers the goals of the Heritage Foundation, which has launched a plan to "identify and target Wikipedia editors" using a number of underhanded tactics.

No, they haven't. Wikipedia is still on the right side as of now, and I dont think they have plans to change that.

It seems like they should relocate their operations to some other country.
