This is part of those ransom cases against hospitals that pop every once in a while here in the US. Apparently the hackers have pretty good scheme going since in this case they found $3 million. The hospital I used to work at had terrible IT security, so I'm surprised they haven't been hit with some sorta ransom scam like this.
