Yes I do have the entirety of Wikipedia on my personal cloud. That is a prudent step. You should too.

https://kiwix.org/en/ Is a good start. They have relatively up to date downloads of multiple knowledge bases like wikipedia.
Backing up something from the internet, on the internet, just in case the internet goes down?
They said personal cloud. So, maybe they mean their personal server that is internet accessible?
Could be. Maybe its local NAS, which would make more sense.
Including images? How much data is that?
Under 200 GB for all of Wikipedia in English using Kiwix.
