Somehow I don't think that birth rates are low because boys don't want to have sex.

You would be surprised. Overall risk taking behavior has been dropping with the younger generations, including things like drinking, drugs, and sex.
If you simply describe sex as risk-taking, I feel like the context you stripped away has made the statement mostly devoid of meaning.
Not that they don't want to but pretty sure everybody is having less of it these days.
