I don't know how cheap pi5 are where you are but I would advise to have a look at one of those small pc with n100 or n150 processor. They are really low powered (close to pi5) and you will get a more powerful device. They cost around 150€ (even 100 on sale).
That's a fantastic option.
Also something used like a NUC or a little miniPC could be great as well.
