Some companies have a policy to advertise a job even if they are giving the job internally.
Usually that works differently: Hiring managers may be required (by law or upper management) to advertise a job publicly but make sure „their“ candidate, which may also be external, gets the job.
However this does not fit ops scenario as they would neither need nor want to advertise twice.
