MODERATORS
They actually don't have to respond. It would be insane if they did, and the system simply wouldn't be able to function; the volume of calls (and for the most frivolous things) can be tremendous.

Don't know what 911 system you worked in, but NYC sends PD or EMS or Fire to every call, not matter how obviously frivolous.

Just because you do doesn't mean you are required to. Also, I don't believe it. You send PD or EMS if somebody calls 911 because they see a black guy they don't recognize in their neighborhood? Because that's a common call.
Funny thing about people.
Most aren't actually trained to respond well in an emergency.
They might say that someone is bleeding a lot when it's just a bloody nose, or say 'he fell down' when the person had a heart attack and collapsed.
