That's finr better than nit using all the budget and have it decreased next quarter, and unable to respond when there's a need for sudden spending increase

That said tho, there are BETTER AVENUE for rhat kind of things. Repurposing old weaponry to send for Ukraine perhaps? But who I'm kidding.
