For stays abroad longer than 3 months and the state has to allow it unless there is a war. It makes sense and the outrage is weird
No. It's not normal for a state's military to keep track of men like that.
Also, it's super sexist! Women serve in the military too. Why do they get to travel for as long as they want without having to register?
I want to know how this could even be practical. Are there that many German men spending 3+ months abroad that it's actually important to know where they are at all times?
"Oh shit! We need more men, specifically, in our military right the fuck now! Good thing we're keeping a weirdly detailed travel record of these (some stupidly small number in a nation of ~84 million), not-even-in-the-military dudes because... ???"
Well, part of a military service is knowing where people are, right? And Germany reintroduced a military service for men last year, so please direct that sexism towards Merz, the CDU and SPD

As part of the reinstated military service, people (well, men) from 17 to 47 are, theoretically, in the military or can be called upon to serve (the "Wehrpflicht")
At least they can get mustered / drafted if shit hits the fan. Currently, it is voluntary. Here is a good explainer by DW.
This is how it was until 2011 when the cold war was over and has now been reactivated because gestures at everything around
Now, the current wording is very broad, I give you that. And that is, I my believe, the intent. They are wording it that it is in the law, bit not being enforced. However that non-enforcement can be removed way faster then adding a clause like that to an existing law.
Is it shitty? Yes. Will it matter? That depends on several older white man with looming prosecution proceedings in Moscow, Jerusalem and Washington. Hopefully not.
