I make WIP posts and sticky them whenever I work on a new release. Usually I come up with the focus while working on the release. I tend to tackling things on the roadmap in order (from top to bottom). Note that this is also in the order that I receive feature requests, ie. features at the top of the list were submitted earlier than features at the bottom.
However, I also prioritize working on things that are easier to implement. Note that by easy to implement I don't always mean "lines of code" or "effort". There could be a lot of factors such as whether i perceive the feature to be controversial, and thus it would require more thought and possibly polling the community for feedback before I can implement the feature.
I will also do themed releases sometimes. Eg. there's been releases where I focus on moderation tools and so I would look at the moderation related feature requests only.
I work on changes on a whim based on what I feel is important and what I have the resources for so it's difficult to give a general answer here (eg. if I have a busy week and can't commit much time then I might prioritize easy to implement features).
This is actually already tracked by Summit, it's just not exposed yet which makes it a pretty easy feature to implement since 95% of the work is already done. I can take a look to see if I can prioritize it since it's so low effort.
