A list of what? Countries? I won't refer to such, since it is too limited and unfair towards people in countries not listed.
Yes, politics, law, jurisprudence, traditions depend on the countries, people, and time, but the Communities should not be limited to countries, or did you choose where to be born, to appear in this world?
No, it does not seems such movement should be limited for only specific countries to join.
I believe there should be a single button: Join.
