I heard the concept from the Electronic Frontier Foundation and It sounds like one of the end game goals for linux users. Imagine smuggling a €50 laptop component to see the free internet from anywhere on the globe.

Almost anywhere. I don't think it's practical to maintain satellite coverage above the Arctic or Antarctica, especially since the telescope operators, who are a large portion of the population, would much rather have a clean view.
