I've read somewhere that Starfield is basically their only game where lots of players are totally okay with paying for mods, so that it's actually a game that has made them tons of money despite the initial reception. So in that light it's not strange at all that they continue to work on it.
It has paid mods?
Skyrim and Fallout 4 do, so it's no real stretch for this one to have them. They just didn't have official mod support (read: an option on the main menu) at first release.
