I know we can't run the tanks dry and need I think 20 percent to be considered empty.... But still - 40 is baffling.

The y axis is days of supply, not barrels or litres.

0 is as arbitrary a number as any other

No it's not, it's the physical limit for this quantity. But I disagree that the plot is misleading.
