a single drink isn't enough to go over the BAC limit. You typically need 2-3.

Alcohol rules are state by state and every state has different history. In my state happy hour is illegal due to MADD, and they have tried to repeal it several times and each time it gets shot down. A lot of it also has to do alcohol businesses wanting limited hours and less competition.
