Heard this song on Top Gear, S03E09. It is an instrumental song by Gianfranco Plenizio from the early 1970s.

But the linked section of the song (38 seconds to about 59 seconds) sounds just like a newer song that's on the tip of my tongue, I thought it was an instrumental remake of the newer song.

The newer song with the same tune had vocals and I think is a rock song. I think the lyrics are something like "This blah blah love blah me everywhere, I only wanted you to know." Feels like from the 1980s or 1990s.

Is that a song title? If so what is the artist, I see at least 6 different artists with a song by that name.

Yes the song title. Iirc it was covered several times, by different artists. I remember the lyrics having "the blah blah i only wanted you to know'
