Now that the EU is blocking regulated exchanges from dealing in privacy coins like Monero, what are remaining ways to buy Monero?

Bitpapa.com worked in the past, but is increasingly malfunctioning for me. Are there any alternatives?

Yup. More work isn't really great. Still, I doubt they can stop this unless they start regulating withdrawal to non-custodial wallet.
