Because the Democratic Party serves the same masters as the GOP. They exist to make sure that a large enough majority maintains faith in the system to keep the populace from revolting. They serve a secondary purpose of capturing and neutering any social movements that might create a danger to the Wall St agenda.
Note that "governing" and "policy" are not part of their purpose.

Lol, what action taken by either party in the last thirty years gave you the impression either of them serve their voters?
Most of them? You can keep pretending otherwise, but they are where they are because people voted for them.
