I recognize the whole 13th amendment problem but again this is a blanket thing, not a US thing. I don't understand your fist statement though, are you saying women actually commit more crime but they just don't get caught? I can agree with the final part of your comment.
Yes that women on a whole are smatter about it when they decide to commit crimes. Plus the justice system is also geared to be more lenient on women also plays a factor as they are not thought of as suspect's and that feeds the numbers that enforces the stereotype. So its feedback loop. Also like i said its my own personal theory I'm not declaring that's its fact.
