The bandaid fix would be to Carry an umbrella for shade.
But if you want to go the city route, best to find a committee that works on maintaining parks or makes the city look beautiful and talk to them. Committee could either take action and plant trees or lobby the council. They could also say no, but if it works then youre on the fastest route.
Cities also city managers/staff so you can contact them and see if they can plant trees
