Whoever you think you'd be petitioning in this scenario, it doesn't matter. You have exactly two choices put before you right now, choose one. Or have the choice made for you.

Imagine you're sitting on a chair in a small room, there's nobody there except a machine with two arms carrying a shit sandwich in one hand, a shit sandwich drenched in vomit in the other. The machine is going to feed you one of them, whether you like it or not. There is no way to protest this event, it is going to happen, regardless of what you want or think or say. You can complain to management later, if you like, but right now you are going to be fed one sandwich. Your choice is only in which one.
Imagine your two choices are genocide and genocide, do you still vote, or rebel? Are you cattle, or man?
You keep bringing up genocide and it's seriously weird because that's nowhere in the scenario. Sandwiches, one with and one without vomit, is what you're choosing.

Yeah. That's not in the scenario though. Do you need more details about the scenario? I can describe the room if you like. The machine is beeping at a steady pace of once per 12 seconds, waiting for you to choose a sandwich.

I don't know what the issue is. It's a simple scenario, isn't it? Is the problem in my description or are you not able to imagine yourself in a hypothetical scenario in general? Incapable of putting yourself into another, imaginary person's shoes? That sounds rough, mate.

What I'm doing is of no concern to the scenario.
Again, in this scenario, you will be eating one of the shit sandwiches, no matter what you do, no matter how you try to bargain, plead, yell, cry, go to protest after you're done, successfully enact change to the system afterwards, eventually bring about a global utopia - you are in the small room and will be forcefed one of the sandwiches.

I know you don't live in such a country, you've mentioned it. I'm asking you to imagine yourself as if you were in the scenario I described. Don't worry, nobody is planning to really put you in that room, that would be cruel. You're simply supposed to think about, inside your mind, what you would do IF you were put into that room. That's called using your imagination. Imagine you were a person in that situation. It's really easy to do if you try just a bit, I'm sure you can do it.
Or is it too scary to put yourself in another person's place? Is it causing you distress? If so, please tell me and we're going to stop the experiment.

See, I don't think you understand the scenario. Those aren't options. I'm wrecking my brain trying to see what seems to be confusing you into thinking there are more than two options in this hypothetical, imaginary scenario. There are no weapons in that room and there is nobody to speak to since the machine only understands "shit sandwich" and "shit sandwich drenched in vomit". Later, when the scenario is done, you are free to do whatever. But in this imaginary situation, there is no way around choosing between your two choices or having the choice be made for you.

It's fascinating how you seem to not understand that there is no 3rd option in the scenario. You can take up arms or whatever too, sure, but only after you have been fed a sandwich. Inside the scenario, there is no option to do that. There is no way around the fact that you are going to eat a sandwich in the scenario. Whatever else you do does not matter in the scenario because you cannot influence the outcome of the scenario beyond vomit/no vomit. You have all the power of a sapient being to cause whatever change you feel like once you're outside the room. But you will not leave the room without a choice being made by you or for you. Shit entering your mouth is inevitable in the scenario.
