Kind of a dumb question/observation. 0 is less than 1 gram. Doesn't this mean everyone is breaking the law all the time?
If you have none, then you are not in possession of any.
That answers the question, it's all about money.

It's also about control. Wildly harsher penalties for individuals than businesses.
They get non-violent prisoners to store for profit, as well. Then they do slave labor sometimes with the prisoners.
Big gap there between 4 and 400 grams. Yikes.
Side note, it turns out that the paranoia goes away when you're in a state that doesn't give a shit
