Exactly nothing prevents a NURSING home from having a nurse or first responder on the payroll there. Also keep in mind that they are calling for a lift assist. Not an injury. They're making the determination that the patient isn't hurt and opting to not have an ambulance show up. They're calling for a literal $1,000,000 truck that gets 4 mpg with 4 people to show up and provide labor.
