I'd be more confident against an eagle than a medium size dog.
Birds are light, and all you need to do is get a hold of their neck and swing. Yeah, they'll scratch and bite, but you're going to win that fight if you don't panic.
A medium size dog is much stronger and heavier than an eagle, a much tougher challenge for anyone.
Eagles are much better at (and more likely to use) hit-and-run tactics, though. If it's one of the larger species, they could just swoop down and cut your jugular before you even notice them. But IDK if you can train them to fight like that, AFAIK they don't generally go for prey that they can't carry away in one piece.
