Exactly. It's not 1B users, it's 1B installs, and when it comes pre-installed or downloads itself then that number is completely meaningless.
The article says the opposite of what you are saying.
Not for investors that only look at absolute numbers.
The story says active users.
Do they count us as active users when we open the google home app and have to dismiss their annoying purple glowing thing? It would be nice if they could specify what qualifies someone as active. We were already tired of relying on the "cloud" and replacing a product you already had seemed wasteful to integrate into home assistant better, but its more tempting each day.
To be honest, I didn't care enough to do any additional research, much like yourself.
