I am thinking of doing freelance web development and I'm currently building my portfolio for it. However, I don't have any degree at all and I live in an expensive country. My friend however says that I still might have a chance if I make good quality stuff. Right now I'm even working on creating a video platform website similar to YouTube (with it being fully functional) just to impress potential customers.

Would that work?

Harsh truth, if you can't get a job in the food or service industry, there is likely a real problem that is also going to make it very difficult to make it as a freelancer. You are basically asking if it is possible to start a business and be successful. Generically, yes, people do that all the time. Can you do it? That is less likely.

That xenophobia is huge red flag that the problem is more you than anything else.
