A €10,000,000 income still means the poor may earn only 1/1000th of that.

I think it's better to look at total net worth, and tax 100% over that, with the prohibition of raising costs onto the labourer.

Attempt to move capital or flee oneself means lifelong community service in conditions equal to your worst-treated labourer.
